Kids' Choice Awards 2012: 5 Things We're Dying To See

Katy Perry and One Direction's performances, Will Smith's hosting skills and more have us pumped for Saturday night.

This year's Kids' Choice Awards are going to be as action-packed as ever, with Will Smith as host, two killer performers lined up and a slew of celebrities expected to be in attendance.

Here are the five things we're looking forward to during the live show at 8 p.m. Saturday:

Katy Perry's Performance
Perry is not only one of this year's top nominees, but the "Teenage Dream" singer will also take the stage at USC's Galen Center to present and perform. So what song will she sing? What will she wear? Will her hair still be blue? One of Perry's biggest hits, "Firework," is up for Favorite Song. She is also nominated for Favorite Female Singer and Favorite Voice in an Animated Movie for her role in "The Smurfs."

A Host With Big Willie Style
Nickelodeon hit the jackpot of high-profile celeb hosts in landing Will Smith for their master of ceremonies this year. Although he's one of the biggest stars around, it's been awhile since we've seen the former Fresh Prince. We've seen a lot of his son Jaden and daughter Willow, who are becoming big stars in their own right, but we are psyched to see what Smith has planned as host. Will he be joined onstage by his kids? Will he incorporate a few of his famous friends into the act, like Tom Cruise? Will we get a sneak peek at new footage from the upcoming "Men in Black III"? We'll have to wait and see.

One Direction Break Hearts Stateside
The cute and charming lads of "it" boy band One Direction will no doubt bring the house down with whatever they perform on the show. A word of advice to the lucky folks attending the show: Think about bringing earplugs to protect yourself from the enthusiastic, high-pitched screams that will take over the Galen Center the instant the British pop group takes the stage. And they're not taking the opportunity lightly. "Kids' Choice is the biggest night on Nickelodeon," Niall Horan told MTV News about the magnitude of their appearance on the show. "All the big stars are going to be there, and when we found out it was just us and Katy Perry performing, we were like, 'Geez, this is a big deal.' "

An Appearance By a First Lady
Talk about upping the style and class factor! The fact that the very well-respected FLOTUS will be on hand to present Taylor Swift with an award is a really big deal. Michelle Obama will honor Swift with the Big Help Award, in recognition of her philanthropic efforts, including work with U.S. tornado and flood survivors. Obama herself was the recipient of the award in 2010, in recognition of her Let's Move! Campaign, which champions healthier lifestyles for kids. And, as if that weren't enough to establish her Nick cred, earlier this year, Obama also appeared on a special episode of "iCarly" to promote her Joining Forces initiative to support military families.

Who Will Get Slimed?
On to the most intriguing and entertaining part of the annual awards show: Who will get slimed? Despite the sticky, icky and total-mess factor that is involved with being covered from head to toe in the network's trademark green slime, it is considered an honor to get hit with the goo, which is said to be a mixture of green Jell-O, shampoo, oatmeal and flour. The illustrious list of previously slimed celebs includes: Katy Perry, Will Smith, Tom Cruise, Justin Timberlake, the Jonas Brothers, Jackson Rathbone and Russell Brand. So who's going down this year? Traditionally, the host is a prime target toward the end of the show, so we can probably count on seeing Smith covered in green, but who else? Maybe Perry or one of the presenters — Chris Rock, Emma Stone, Andrew Garfield, Zac Efron, Victoria Justice, Big Time Rush or Cee Lo Green.

Don't miss the Kids' Choice Awards on Saturday at 8 p.m. ET/PT on Nickelodeon.

Starbucks type Coffee shops - Rossendale Online

Dunno why I haven't had a rant on here about these Coffee shop types before.
Starbucks, Cafe Nero, Costa an the like, it's not the shops that I dislike, it's the people who frequent them an buy into the whole lifestyle thing.

I've never been into one, not just because I'm a tight arse an wouldn't dream of payin ?3 for a cardboard cup of froth, but because I hate that whole I have to get my caffeine fix first thing cause I'm sooo stressed with work an my busy lifestyle thing.

What a load of bollocks these people spout about a Tall skinny Latte or a Double decaf soya latte. What's an Americano? A flat white? What is this nonsense?

It's Coffee.

Maxwell house or Nescafe, that's as much as you need to know about Coffee.

Or perhaps a fair trade brand that tastes crap but makes you feel like your doin your bit to save the planet.

I'm off for a brew.

Have you been a man that longs for any bachelor pad but you have a family ? The answer: storage pods. It's the actual expandable means to fix these problems with no commitment.

When they aren't the thing for you, they are transportable to get rid of. Or if you have used it but no longer need it, then there will be no harm to your space. Everyone can make use of them in the, especially in ways discussed in the following paragraphs:

Maybe you like adventure sports and do a lot of dare devil stunts. Where do you keep your dirt bikes, skates, bicycles or surf boards if you don't have the space? A simple answer is a storage pod.

Little ones love play time and a storage pod can be easily altered into a play area. This is ideal if you want to keep a sane home, but a happy toddler too. Confining all ride on toys, bikes and running around to this area will leave you with a little control and sanity.

Mothers require their own personal time, as well as fathers additionally. First, let's discuss mothers, that will in all probability have something else happening apart from her regular work duties. A woman's thoughts are always spinning to supply the very best for her children. Simultaneously, in order to focus on the company's matters, the ideal answer is a storage pod, which may be personalized with light bulbs, air conditioning, tables and also the anything that an office would need.

Dads especially always want their time to relax and chill with friends without disturbing the rest of the family. These storage pods are versatile too. Plus if you are worried about the temperature outside, you can install thermostats, air conditioning systems and almost anything you could install in the house, including insulation. This way, you won't feel as if you're in the dog house. If you want to throw a fridge in there, and an electrical system to juice it up, or have your own mini bar, you can choose a storage pod that is large enough to accommodate you as well.

In the event that you're on your own, you may need extra space too, especially if you have accumulated a number of things over the years.

Many times, buying storage pods simply boils down to caring for one's possessions or wanting some time to yourself. We've seen their many uses in this article, and there are plenty more to come. Even commercial businesses have taken advantage of these spaces to make them into productive tools.

Property Buying ? Tips From The Pros - The Central Florida Real ...

With the form of the housing market today, mortgage loans are more difficult to get and home values are continuing to fall. There?s lots of doubt out there and purchasers simply don't understand how to get a good deal in the face of so much chaos. House buyers, read these tips for some help in real-estate.

When you are getting ready to invest cash in a home, it is very important that you understand all the further costs that are entailed with the home you are prepared to purchase. If you purchase a home that requires some work, you may finish up getting yourself in difficulty if you don't have the money to get the home fixed up.

When you are going to visit an open house you need to pay attention to more than simply the house you have an interest in buying. You should take note of the surrounding homes and area so you know what type of neighborhood it's that you'd be living in.

Check out potential home inspectors and real estate agents punctiliously before you hire them. Buying real estate may be the costliest exchange that you ever have, and you've got to make sound decisions. Check references, certifications and performance histories of anybody you hire to help you with your real-estate purchase.

When getting a home, check out market values in the area and make a fair offer on the price. It can occasionally be enticing to low ball a seller, but doing so can offend them. Offending a seller can turn them off to combat offering or maybe allowing you to bid on the house again.

As you continue your real-estate search, attempt to focus on the physical layout of any specific property, instead of surface issues like decor, hardware and finishes. True, it?s definitely convenient to get a property you already find visually perfect. Nevertheless, it is also important not to overlook houses with great structure and potential, which simply need some interior-design attention.

If you are counting on taking out a mortgage to pay for your house as most real estate buyers do, ensure you are not biting off more than you can gnaw. As a rule, do not buy a home that costs more than 5 times what you make in one year at your job.

When you are purchasing a home, sit right down and define your concerns. Figure out if the home?s size and comforts are most critical or if the neighborhood matters more to you. You may be unable to find or afford everything you want, so plan ahead to make certain you at least get the most important things.

Houses with big yards are good for families, but never sacrifice on the size of the home itself for a bigger yard. Your folks are finally going to grow and need the extra room inside. Youngsters will outgrow their want for kicking the ball around in the back yard. Additional square footage is critical.

When purchasing a property that is 30 years old or even more, the 1st item of mending to attend to is replacing the galvanized pipes. This may forestall any continuing upkeep issues of leaking or burst plumbing along with providing a strong selling point later in the sense that the property has been re-plumbed.

Help is exactly what you want when purchasing real estate and you can?t always trust that an agent is going to give it to you. Use what you've learned here to be sure that you're always coming out ahead in any property deal you make. Purchasing real-estate can be difficult, however it doesn?t have to be if you use the tips above.

These home buying tips are brought to you by the leader in Heating and Air Conditioning Tampa service. Call HVAC Tampa if you have questions on any of these home buying tips. It is very important to have a homes heating and air conditioning system checked out before you purchase it. Not having an air conditioner or furnace inspected before a home purchase is one of the most common mistakes leading up to an unexpected HVAC system repair.

These home improvement tips are brought to you by the leader in HVAC Tampa service. Call Air Conditioning Tampa if you have questions on any of these home improvement tips.

Summit seeks to deter nuclear-armed terrorism

(AP) ? Material that can be used to make nuclear bombs is stored in scores of buildings spread across dozens of countries. If even a fraction of it fell into the hands of terrorists, it could be disastrous.

Nearly 60 world leaders who gathered Tuesday in Seoul for a nuclear security summit agreed to work on securing and accounting for all nuclear material by 2014. But widespread fear lingers about the safety of nuclear material in countries including former Soviet states, Pakistan, North Korea, Iran and India.

While the threat of nuclear terrorism is considered lower now than a decade ago, especially after the death of Osama bin Laden, the nightmare scenario of a terrorist exploding a nuclear bomb in a major city isn't necessarily the far-fetched stuff of movies.

"It would not take much, just a handful or so of these materials, to kill hundreds of thousands of innocent people and that's not an exaggeration, that's the reality that we face," President Barack Obama told world leaders at the meeting, a follow-up to a summit he hosted in Washington in 2010.

Building a nuclear weapon isn't easy, but a bomb similar to the one that obliterated Hiroshima is "very plausibly within the capabilities of a sophisticated terrorist group," according to Matthew Bunn, an associate professor at Harvard University's John F. Kennedy School of Government.

There's an "immense difference between the difficulty of making safe, reliable weapons for use in a missile or combat aircraft and making crude, unsafe, unreliable weapons for delivery by truck," Bunn said.

The Nuclear Threat Initiative, a Washington-based nonproliferation group that tracks the security of world nuclear stockpiles, said in a January report that 32 countries have weapons-usable nuclear materials. Some countries, such as the United States, maintain strict controls already. However others, including Russia and other former Soviet republics, have struggled to secure their stocks, raising fears of "loose nukes" falling into the hands of terrorist groups.

It's unclear how nations will enforce the summit's goal of securing nuclear material by 2014. The International Atomic Energy Agency shares best practices for securing nuclear material, but the U.N. body has no power to enforce its recommendations.

Some countries on the NTI list are a concern because of their government's ties with militant groups or because of corruption among their officials. Others simply don't yet have good safety practices.

Although Pakistan's small stockpiles of nuclear material are heavily guarded, it is believed to be prone to corruption by officials who may have sympathies to hard-line Islamic militants, Bunn said.

Despite New Delhi's insistence that its nuclear materials are secure, the NTI ranked India among the top five nuclear security risks, saying the government needs more transparency, more independence for its nuclear regulator and tighter measures to protect nuclear material in transit.

India's lax security was displayed in at least two incidents in recent years in which radioactive materials ? from a hospital and a university laboratory ? were discarded and later ended up in a scrap dealer's shop.

Other recent nuclear scares include a suspected attempt by a crime syndicate in the eastern European country of Moldova to sell weapons-grade uranium to buyers in North Africa. Officials in the country told The Associated Press that 1 kilogram (2.2 pounds) of highly enriched uranium remains in criminal hands and is probably in another country.

The investigation provided fresh evidence of a black market in nuclear material probably taken from poorly secured Soviet stockpiles.

Russia has dramatically improved its nuclear security over the last 15 years, Bunn said, but it has the "world's largest stockpiles in the world's largest number of buildings and bunkers" as well as corruption and a weak security culture and regulations.

North Korea and Iran are viewed with worry because of fears of nuclear proliferation.

But Bunn said both are "likely small parts of the nuclear terrorism problem."

"North Korea has only a few bombs' worth of plutonium in a tightly controlled garrison state," he said. "Iran has not begun to produce weapons-usable material."

At least four terror groups, including al-Qaida and Japan's Aum Shinrikyo doomsday cult, have expressed a determination to obtain a nuclear weapon, said Kenneth Luongo, co-chair of the Fissile Materials Working Group, a Washington-based coalition of nuclear security experts.

Nuclear materials stored at research facilities are generally considered less secure than weapons at military installations, Luongo said. Last year's meltdown at Japan's Fukushima nuclear power plant also shows how terrorists could launch a radiation hazard simply by sabotaging a facility's functions.

While some groups could develop crude missiles or other delivery systems, unconventional weapons such as a single briefcase containing plutonium and a detonator may be an even bigger threat, said Chang Soon-heung, a nuclear expert at the Korea Advanced Institute of Science and technology.

Nuclear security experts say greater political commitment is needed to drive efforts to secure radioactive materials and overcome barriers to international cooperation.

While experts praised this week's nuclear summit as a sign of progress, some doubted whether countries would meet the 2014 deadline for securing the world's loose nuclear material, defined generally as completed weapons, bomb material, or the skills to build them.

"There needs to be more political leadership from the top, and countries need to stop talking about what they're doing individually and acknowledge that this is a cross-border international issue," Luongo said.

Lions Gate shares up on 'Hunger Games' huge debut

(AP) ? Lions Gate Entertainment seized a pot of gold.

When the film and television production company bought Summit Entertainment in January, the deal brought bankable teen franchises "The Hunger Games" and "Twilight" under one roof.

The first of four planned "Hunger Games" films broke the record for a non-sequel over the weekend with a $153 million haul in the U.S. and Canada. That beat expectations and gave it the third-highest opening weekend ever. And the "Twilight" finale is set for release in November.

These two movies could generate about $450 million in profit combined, estimates Cowen & Co. analyst Doug Creutz. The adventures of bow-wielding heroine Katniss Everdeen alone could translate to 6 to 7 years of higher earnings, Creutz says, adding that Lions Gate may post its first profit in five years for the fiscal year that ends March 31.

More than two-thirds of Lions Gate's revenue comes from the movie business, so its first blockbuster means a lot. It had been getting by with staples like Tyler Perry comedies and the "Saw" horror series.

The rest of Lions Gate's revenue comes from television productions such as "Mad Men," which kicked off its fifth season Sunday. The company doesn't reap ad revenue from the hit TV show, but the show's success with audiences keeps Lions Gate in demand as a production company. It also boosts sales of DVDs and licensing revenue from reruns.

Plus there's another show in the hopper: Charlie Sheen's "Anger Management," which debuts in June on FX. If the first 10 episodes go well, the company will automatically be signed up for several years of work.

Lions Gate's stock is up more than 75 percent this year. Not surprising, given the huge buzz leading up to the release of "The Hunger Games." But this weekend's better-than-expected opening led several analysts to raise their profit estimates.

The only two movies ever to bring in more at the box office on their opening weekend were last year's "Harry Potter" finale, which took in $169.2 million, and 2008's "The Dark Knight," which brought $158.4 million its first weekend.

Some analysts said Lions Gate shares should reach or top $16 over the next year. The stock rose 65 cents, or 4.5 percent, to close at $15.18 on Monday.

In this piece you are going to discover whether the Zrii business opportunity is the best one to join. You may be searching for information on the company, in reality you can even already be involved with this company. The aim of this post is to show you the facts behind building a Zrii business.

The actual truth about Zrii is this is a fantastic company with exceptional energy products that anyone can use, and there is not any doubt about that. I can see that even though I?m not with the company. The most serious problem with the home business industry overall is that there?s a lack of effective selling coaching for distributors.

Associates in the Zrii business are given outdated methods to attempt to grow their organisation (fliers, business cards, clothing) which do not work as well as they used to many years ago. More and more Network Marketing distributors are moving their businesses online because if you come to think about it, where is the first place people go to find information? The Internet, of course!

So how exactly can reps market their Zrii business opportunity online? It is as straightforward as driving highly targeted traffic to a high converting website that captures contact details from the website visitors, in return for you giving something valuable. Start tiny and start using social networks to force traffic to an internet site.

Nonetheless sending visitors directly to your duplicated Zrii business opportunity web site is ineffectual because it doesn?t make you stand out from any other associates in your company! Steer clear of company copied web sites and start to make your own unique sales funnel. Keep reading to discover how this is more than practical.

The top earners in this company are using their own systems and sales funnels because they understand the science of marketing on the Internet. While not all marketing should be done on the Internet, it is a great place to build a foundation if you are new to Network Marketing because you can quickly brand yourself as a leader using many tools that are available online.

Overall Zrii would possibly not be the best business opportunity to join, on the other hand it?s not the worst either. What I?m attempting to say is you?re having a look at a phenomenal company here and you should always do your required groundwork before joining any internet based company. Find an opportunity with products, brand, compensation schedule and so on that you suspect you would be happy working with.

If you are already in Zrii or you?re deciding to join, you have made an exceptional business decision. However it does not really matter which company you join because it is the ability to market the products and the opportunity. Therefore I would suggest that you do not rush into anything before creating a business and marketing plan.

You are looking at a genuine and low overhead high profit business model here, so don?t plan to fail by failing to plan. I?d even be very happy to teach exactly how to do this correctly.

Gaining Business Skills as a Technical Communicator | Content ...

I just finished reading an article in the February 2012 issue of Intercom, the magazine of the Society for Technical Communication. The article was written by Jack Molisani and Scott Abel, and is entitled, ?Tech Comm 2.0: Reinventing Our Relevance in the 2000s.? The authors use the common structure of a SWOT (strengths, weaknesses, opportunities, and threats) analysis to evaluate the skills and opportunities possessed by most people in the technical writing field. They make many points, including the following:

  • Technical communicators need to stop calling themselves technical writers, because technical writing has been commoditized and is not seen as offering value to a business organization.
  • Technical communicators possess a large number of skills that can be repurposed to solve business problems, if only they?d stop calling themselves technical writers.
  • Core competencies of technical communicators include critical thinking, problem solving, project management, collaboration, and communication.
  • Technical communicators have many of the skills needed to build a product.
  • Technical communicators do a poor job of educating others in their organizations as to all of the skills they have and value they can provide.

Now, I don?t disagree with Jack and Scott. I agree with many of the points that they make in the article. It is my experience that technical writing has become largely commoditized and that communicators who have specialties are in high-demand. I also agree that there are technical communicators who possess the skills they describe. But not all.

Just because you are a technical communicator doesn?t mean that you have applied yourself to the life-long learning that you need to stay current. Just because you know how to create procedures, software developer kits, or XML style sheets, does not mean that you have automagically, via osmosis, gained many of the skills that Jack and Scott describe.

At the risk of getting a number of people annoyed, I am going to state what I?ve seen over the past 20 years in the technical communication industry. Most people do not expend the energy and take the time necessary to educate themselves. Most technical writers I know are just that ? technical writers. They are great at creating a documentation set or writing a manual. But, mention new technologies to them, or suggest they write a script or create a storyboard, and they look at you like you?re nuts. It?s simply not in their skillset.

So, what?s a technical communicator to do? Well, there are many things that you can do to stay a step ahead. Here are some suggestions:

  • Read. Read a lot. Every single day. And no, I don?t mean romance novels or the latest science fiction book to hit the virtual shelves. You need to read about all kinds of real-life things:
    • New technologies ? eBooks, enhanced eBooks, interactive eBooks, iBooks, advances in structured authoring, content management systems, machine translation tools, and more. There are all sorts of game-changing technologies that are coming out every day. To stay current, you must keep up.
    • Business trends ? what are business leaders saying about what they are seeing in the marketplace? What are they predicting for the future? How is the manufacturing segment doing? What?s happening with offshore development? Are CFOs spending money or hoarding cash? What are the trends in mergers and acquisitions? Initial public offerings? If you don?t think that business trends have anything to do with your future, think again. People at the highest levels are making decisions that will impact you. Just look at what?s happened to the commoditization of technical writing. That didn?t happen in a vacuum.
    • Current events ? How are the world markets doing? What country is getting a bailout this week? What about the price of gas? And all of those wars? You must learn to read the world in order to understand your place in it and to have a grasp on how these events will affect your professional life.
    • Biographies ? Who do you admire? Steve Jobs? Warren Buffett? Read their biographies; understand how they think and how they became the people whom you look up to. Who do you dislike or disagree with? You might want to understand where they are coming from, too.
    • Business books ? No list would be complete without requisite business books. Sure, there are always new business books hitting the shelves. How about going back to the basics? Have you ever read a textbook on economics? You?d be surprised at how much there is to learn and how much it can affect your career. Do you truly understand what it means to provide value? Do you understand what it means if you are merely an expense to the organization? Read and learn about how you can make your company money, rather than be an expense.
  • Listen. Put yourself in situations where you can hear what others have to say. For example:
    • Listen to webinars that have new and useful information. Make the time in your calendar, or get the link and listen on Sunday morning.
    • Attend a pertinent event from time-to-time. I know that your company won?t pay for you to attend conferences anymore. Well, perhaps you need to pay for them yourself. Go to a conference. Go to a networking event. You?ll meet interesting people and they will meet you. You?ll hear about what your competitors and colleagues are doing in the marketplace. You?ll learn all sorts of things. It will be well worth your time and money.
    • Peruse the internet. Do you have any idea how many TED talks you can find online?
  • Speak. Yes, you. Speak up. Once you have made it a daily habit to read and listen, you need to formulate your own viewpoints and opinions, and speak up. Make sure that you have facts and information to backup what you have to say. Then, speak your truth. Talk about the value you bring to the organization. Talk about the things that you can do to improve the corporate bottom line, improve customer satisfaction, and collaborate across the enterprise. No one is going to guess at your knowledge and value. You must speak it yourself.

Will doing all of these things guarantee your success? Well, no. But not doing these things will definitely guarantee that the rest of the world will keep moving at lightening-fast speed. All the while you will be sitting in your office typing your latest command-line reference guide into your Microsoft Word template. And maybe you can keep doing that for the next 20 years and continue to pay your mortgage.

I, for one, am not willing to bet on it.

Realtors for First Time Homebuyers | Rai Chertkoff Real Estate Guides

Agents Realtors

Buying a home for the first time can be an overwhelming experience for many first time homebuyers. This key reason is why the best thing to do is find a trusted realtor to help you through the entire process. There is more to consider than just finding a home that fits what you are looking for. There are many specifics to consider before going into the process of finding your first home, and many other specifics to consider during the actual shopping process. If you do find a home you like, there are also many things at that point a real estate agent can help you with. Let me explain?

The first major thing you and your real estate agent will discuss is how much money you are willing and able to spend. This will give your realtor an idea as to what price range you are looking to be in. Once you and your agent figure out what price range really suites you, which is when he or she will be able to start showing you houses that are on the market.

If you are not already prequalified to get a mortgage at this price range, your realtor can help you to get prequalified and take you through those steps. He or she can even provide insight as to how much money you should really be putting down on a house. The main goal is to try and get a mortgage with putting the least amount of money down.

Once the financials are clearly set during your home buying process, your realtor will show you many different houses that revolve around your specific price range. They will absolutely be able to find a house that fits your bill, especially in this saturated market. Their main goal will be to find you your perfect fit at the lowest price available. Even if you pick a house, and go to make an offer on it, your realtor will give you the proper amount you should offer in hopes of getting the lowest price possible on your potential new home.

After the offering process, it will be time to actually move forward with your prequalified loan. Your realtor can explain each step of this process to you and tell you what expenses to expect during this process, including closing costs and other fees. These types of fees can usually be rolled into your loan amount, or the seller of the home might be able to pay them for you if you work out the right deal. Either way, buying a home for the first time will be much easier if you have the experience of a realtor to help you through the process.

The problems seen in New York is what fuels the national effort to close state institutions for people with developmental disabilities in support of community and in home services

In 2010, the number of abuse accusations at large institutions overseen by the State Office for People With Developmental Disabilities outnumbered the beds in those facilities ? a sign of trouble in buildings where many of the state?s most vulnerable residents are housed, and where the state has repeatedly had trouble with abusive employees and unexplained injuries and deaths among residents, according to the report.

The report was commissioned by Gov. Andrew M. Cuomo in response to a Times investigation last year into problems of abuse, neglect and fraud in state homes and institutions for the developmentally disabled. A draft of the report began circulating in October, but has not yet been released to the public; people frustrated by the delay separately provided to The Times an executive summary and a bound copy drafted in December.

Problems were found at all six state agencies that provide residential service to children and adults with an array of disabilities, mental illnesses or other issues that qualify them to receive specialized care by the state.

According to the report, a regulatory maze has complicated and in some cases constrained the state?s response to claims of abuse. At one agency, the police are summoned if ?there is reason to believe that a crime has been committed,? while another agency does so only if a potential felony has been committed. A third agency turns to law enforcement only if a local district attorney has ?indicated a prior interest,? the report said.

The Cuomo administration has expressed concern about issues identified in The Times and addressed by the report. Over the past year, the governor has forced the resignations of the commissioner of the Office for People With Developmental Disabilities and the top official at the State Commission on Quality of Care and Advocacy for Persons With Disabilities, and he has moved to fire 130 employees involved in accusations of serious episodes of abuse or neglect.

The administration has also taken a number of steps to shore up oversight and care of the developmentally disabled, putting in place new rules for drug testing and criminal background checks of staff members who work with the vulnerable.

?The draft report was the subject of a cabinet and press briefing in October, and we are currently working on a transformational reform plan based on the report that will be announced soon,? said Richard Bamberger, the governor?s communications director.

But some advocates and lawmakers have been frustrated with what they see as the slow pace of progress. Michael Carey, an advocate for the developmentally disabled whose son with autism died in state care in 2007, said he was concerned that the governor was waiting to address the issue until after legislative budget negotiations, which could make it more difficult to find money for new programs.

?It?s gross negligence that that report has not come out, and it?s beyond frustrating,? Mr. Carey said, adding, ?The reforms to date are baby steps towards monster problems.? And Senator Roy J. McDonald, the chairman of the State Senate?s mental health committee, sent a letter this month to the governor urging him to turn over the report ?so that we can begin working towards enacting long overdue protections and safeguards.?

The Times last year identified numerous problems with the state?s care for the developmentally disabled: only 5 percent of abuse accusations were forwarded to law enforcement, and employees who physically or sexually abused the disabled were often transferred among group homes instead of being fired.

Ten percent of deaths of the developmentally disabled in state care were listed in a state database as having occurring from unknown causes, suggesting widespread failures in efforts to determine why people die in state care.

At the same time, executives at some nonprofit organizations hired by the state to care for the disabled have been earning seven-figure annual compensation packages and taking a wide range of Medicaid-financed perks for themselves and their friends and families.

The state report, a 105-page document called ?The Measure of a Society: Protection of Vulnerable Persons in Residential Facilities Against Abuse and Neglect,? critiques the practices at six state agencies that oversee residential programs for vulnerable populations, at an annual cost of $17.9 billion. The report?s principal author was Clarence Sundram, who was hired by Mr. Cuomo a year ago as a special adviser on vulnerable people. Mr. Sundram had been named by Gov. Hugh L. Carey to lead the Commission on Quality of Care, and he ran the commission for two decades until he left amid a disagreement with the administration of Gov. George E. Pataki.

In his report, Mr. Sundram found inconsistent data about accusations of abuse and neglect at state-run facilities. Some agencies train their investigators; others do not. Evidentiary standards vary. And definitions of abuse or neglect vary depending upon which agency has oversight.

The report found that residential schools run by the Education Department did not track abuse claims, while the State Health Department had ?no reliable data? for accusations at its homes for mentally ill adults. At the large institutions overseen by the Office for People With Developmental Disabilities, the report found 119.68 abuse claims for every 100 beds.

The homes monitored by the Health Department have been a particular concern for a decade, since a series of articles in The Times in 2002 called attention to abuse there. Nonetheless, the report found, the department has few standards for investigating its homes: the agency?s regulations ?do not directly address an operator?s responsibility to investigate incidents or allegations of abuse,? the report concluded.

The Office of Children and Family Services also has few standards to determine when and how to investigate abuse accusations at some facilities. And the Education Department does little to oversee its programs for the disabled, which include two residential schools ? one for the deaf and one for the blind ? with a total of 200 beds, as well as educational programs at nonprofit residential schools serving 2,500 students.

The department does not require schools to have incident-reporting or investigation policies, and does not require abuse and neglect investigations, relying on the Office of Children and Family Services to conduct child-abuse inquiries.

The Education Department, which reports to the State Board of Regents and not to the governor, said the Sundram report highlighted ?the need for systemwide reform?

The department ?supports change that would enhance protections for vulnerable children and adults in residential settings across New York State and in out-of-state facilities,? said its spokesman, Tom Dunn.

The report recommended several changes to state laws and regulations in an effort to prevent and better respond to abuse of the vulnerable. But it continues to rely to a large extent on self-policing, which could be a point of criticism among advocates.

?These human services systems did not arrive overnight to the point at which they find themselves, nor will they get to a dramatically better level of performance immediately,? the report said. ?But there is a need to begin the process of reform with a sense of urgency.?

One proposed law would require the establishment of a 24-hour hot line to report abuse of adults in state care ? the state already has a child-abuse hot line ? as well as the creation of a single entity to review abuse accusations regardless of the agency involved. Another proposed law would bar people with convictions for violent felonies and sex crimes from jobs with state agencies, or with state-contracted nonprofits groups, that provide care for the vulnerable.

Because the current charge often filed against those accused of abuse ? endangering the welfare of an incompetent or physically disabled person ? is a misdemeanor, the report also proposes creating new offenses with tougher penalties to prosecute such crimes.

During arbitration proceedings against employees accused of abuse, a representative of the abused vulnerable person should also be present, the report suggests. And, the report says, the state should follow through with a promise to establish specific penalties for offenses by abusive employees, a concept that the Civil Service Employees Association agreed to during labor negotiations months ago.

Nokia releases Play To beta, updates Music app for Windows Phone

Nokia releases Play To beta, updates Music app for Windows Phone
To follow its announcement of updated Nokia Drive, Maps and Transport apps (and not to forget Creative Studio), the firm in Finland now has two more servings of software to crow about for its Lumia lineup -- okay, no more alliterations. We promise. Today, Nokia has announced an updated version of its music app, now dubbed -- simply enough -- Nokia Music 2.0, along with an entirely new beta package known as Nokia Play To. While the Music upgrade appears to include little more than minor revisions to the wording of certain functions, the Play To software will cater to users of DLNA equipment with its ability to stream photos and videos. Because it's only in beta form, the means to stream music hasn't yet arrived, but Nokia intends to bake this ability into a future revision of Play To. For those who'd like to be a Guinea pig for the Espoo crew, just check out Nokia's source link below.

Jeff Selingo: For the Have-Nots, the Rocky Road Through College

In public forums about the drastic changes that higher ed may undergo in the coming years, one question inevitably gets asked of those advocating market disruption: Would the alternatives to the traditional degree pathway be good enough for their own children?

The answers are always nuanced, and I have never heard anyone say they'd surely send their kids to Western Governors University or choose a certificate from MITx over a degree from nearly any four-year college.

The underlying concern in the question, of course, is that disruption in academe could worsen the divide between the haves and have-nots that already exists in higher ed. Traditional colleges would be reserved for the wealthy and gifted, and everyone else would go online or navigate what is now a confusing and sometimes difficult road to a degree from various providers.

In some places that road is hitting a dead end. California State University, the nation's largest public-university system, announced this week that it would take only a few hundred transfers next spring on eight of its 23 campuses. Typically it gets 70,000 applicants for the spring semester, and 16,000 students eventually enroll.

What will now happen to those students? Some will stay at their current institutions and earn more credits or an associate degree (further clogging the system for incoming students). Others will drop out, some of them short of a credential, perhaps never to return. But one thing is almost certain: They shouldn't expect an easier transition to Cal State the following fall.

In announcing the decision on spring admissions, Cal State officials warned that all applicants for the fall of 2013 would be told that decisions were contingent on the outcome of a measure on the November ballot to increase taxes.

Some students turned away from Cal State will go to alternative providers, private colleges and for-profit institutions, both of which have seen their enrollments grow as state appropriations to public colleges in the state have declined.

But neither sector has the capacity to handle all the students that will be shut out by Cal State. That's where disruptors like Burck Smith of StraighterLine enter the picture. He wants to help places like Cal State serve more students by offering them introductory courses at a low price that they can use later when they transfer. The problem is that Cal State accepts StraighterLine's credits for military students, but not civilians.

Smith said he "went to the California community-college system and told them to send us students. They were reluctant to talk. They were worried about the courses transferring to Cal State."

One-third of students now transfer from one institution to another at least once during their college careers, many we assume for economic reasons. We know transferring credits between institutions is not an easy task for increasingly mobile students. This is an issue that the haves in higher ed, whether students or colleges, rarely have to worry about.

Perhaps who and what defines credit in higher ed will broaden as the funnel of students able or willing to pay for certain colleges narrows. Ever since the economic crisis hit, in 2008, college leaders at hundreds of expensive but not name-brand colleges have worried about filling their classes. For now, those worries haven't turned into reality, except at a handful of institutions.

But many enrollment experts predict a nationwide drop in the number of affluent, well-prepared high-school graduates, the type of student who has helped many colleges mask their financial problems over the past decade.

One such expert, Dan Lundquist, the founding principal of the Education Consultancy, describes for college officials the coming bust using an image of a funnel of students. At the top are the total number of 18-year-olds, some 4.3 million in 2009. The ones that filter out at the bottom are those with above-average SAT scores and family incomes over $200,000 a year, who also want to attend small, private colleges in the mid-Atlantic or Northeast regions. That number in 2009, according to Lundquist? Just 996 students.

That figure will shrink further, Lundquist believes, as the pool of wealthy parents willing to pay high tuition prices contracts. When he shows the funnel to college presidents or trustees, he says, "there is nervous laughter."

"They know they're limping from year to year by nipping around the edges on their costs," Lundquist says. "But no one seems willing to make the hard decisions. It's just easier to kick the can down the road."

For now, alternatives to traditional higher ed might not look as good for our children as the institutions many in academe attended themselves. But as some expensive private colleges compete to fill their seats and cash-strapped public colleges look for ways to handle more students, today's emerging providers will get a second look by college leaders and students seeking quality alternatives. And then you might have more advocates for change endorsing the alternatives for their own kids.

Eczema Diet Secrets ? Natural Eczema Treatment | Health and Fitness

Eczema Diet Secrets - Natural Eczema TreatmentHow To Eliminate Eczema Without The Use Of Steroids, "Miracle Creams" Or Any Bitter Medicine That Your Mum Makes You Drink

Are you stuck in an itch-scratch-itch cycle that goes on and on forever? The more you itch, the more you will scratch. And the more you scratch, the more you itch.

As a result, you suffer from constant deep stinging painful sensations of skin that is raw, red and inflammed.

The intensity of your itch probably gets worse at night. If you manage to sleep at all, you awake to find blood stains on your bedsheets after a night of assault on your skin the night before.

Because of all that itching and scratching, your skin now looks wrinkled and dry at some parts and weepy with pus at others. Obviously, you feel tired miserable, deeply depressed and terribly self conscious about your appearance. You may even have the awful experience of having people avoiding you as if you have got some contagious disease. It is natural to feel as if your life is condemned due to having an eczema condition.

The problem is that it is hard to stop yourself from scratching. Anything can set off and worsen your condition. Stress, dust mites, food, humidity and irritating fabrics to name a few. You end up in a frenzy scratching your body, unable to control yourself.

What can possibly worsen is that you now become more prone to getting an infection due to having open wounds. Viral, bacteria or fungal infections can cause your itch levels to reach astronomical heights. At this point, you?ve never looked more terrible. And your pain and desperation for an effective solution increases.

You would by now, have been using steroids to help you ease the inflammations and irritations. You may have bought them over the counter or have gotten a prescription for your eczema. Whatever it is, they can hardly be cures as your eczema outbreaks come back again and again.

With these experiences, it is easy to see that steroids are merely symptomatic treatments. They do not help you deal with the root cause of your problems. Additionally, long term reliance can produce plenty of side effects with using them.

Your desperation for a solution may also have led you to many creams promising miracle cures. Been sadly disappointed, aye? Same here. After spending a ton of money, I quickly found out that there is no such thing as a "miracle cure".

Then, of course, there is the newer range of topical medications which are essentially immunosuppressants. They have been marketed as safe as they are non steroid based. However, if you have been using these, you must be aware that this treatment poses risks. Immunosepressants acts by "suppressing" your immune response, thus reducing inflammation and the symptoms of eczema. However, you are exposing yourself to a number of diseases, including cancer, because your immune system is relatively weakened. There are now reported cases of cancer arising from the use of these medications and pending lawsuits against the big pharmaceutical companies responsible for manufactering them.

Oh yes?.I definitely understand the pain and suffering from having eczema; afterall, I?ve got eczema for more than 30 years. And the picture that you saw right at the top of this site was taken of my legs at the height of my eczema outbreak.

I?ve always had eczema since young. I have lived with bleeding scars on my legs, from a case of mild to moderate eczema for most parts of my life. It didn?t dawn on me about finding out more about eczema on my own. Instead, I used corticosteroids or hydrocortisone creams everytime I had an outbreak which happened often. With the daily use of the cortisone cream during each outbreak and for many years, I started noticing how thin the skin on my legs looked, how I bruised instantly by simply pressing on the skin and how I tire easily.

However, nothing prepared me for the eczema outbreak I had in Yr 2007. From a small area on my legs, my eczema became worse and worse as I repeatedly fail to arrest the outbreak. The eczema on my legs became "weapy". It soon spread to many parts of my body, including my hands, neck and back. I could barely sleep for 6 months as I would wake up itching and scratching away.

Emotionally, I suffered. It was not just the physical torture. My self esteem plummetted. Despite assurances from my family, I refused to go out for months. You can imagine how depressed I was!

I did not want to rely on steroids. I tried all kinds of remedies and subjected my skin to various experiments. Fortunately, I had some basic knowledge about natural healing. I just needed to read and discover more.

I became convinced of the view that complete healing does not come from a jar. If you notice that your eczema cleared up quickly without you doing anything else, chances are that the cream that you are using contains steroids.

Then, from a naturopathic doctor, I found out that the hydrocortisone cream that I have been using all along had entered my body through my skin. Through years of use, I was slowly poisoning my liver. An unhealthy diet comprising of preserved, instant and processed foods did not help either.

I started researching more. I read books like Henry Bieler?s book, Food Is Your Best Medicine; Elson Haas? The Detox Diet: A How To And When To Guide For Cleansing The Body; and Christopher Vasey?s The Acid-Alkaline Diet For Optimum Health, amongst others. These books helped me develop my own healing diet program. And to my utmost joy, my skin began to heal.

I have to admit that healing was not an overnight thing but it came surely. I began to sleep better and experienced better energy levels.

As the conditions of my legs got better, I started publishing free research and tips on eczema to help others out. However, due to? Read more?
