"New Spice Route" boosts U.S. military in Africa

(TomDispatch) They call it the New Spice Route, an homage to the medieval trade network that connected Europe, Africa, and Asia, even if today's "spice road" has nothing to do with cinnamon, cloves, or silks. Instead, it's a superpower's superhighway, on which trucks and ships shuttle fuel, food, and military equipment through a growing maritime and ground transportation infrastructure to a network of supply depots, tiny camps, and airfields meant to service a fast-growing U.S. military presence in Africa.

Few in the U.S. know about this superhighway, or about the dozens of training missions and joint military exercises being carried out in nations that most Americans couldn't locate on a map. Even fewer have any idea that military officials are invoking the names of Marco Polo and the Queen of Sheba as they build a bigger military footprint in Africa. It's all happening in the shadows of what in a previous imperial age was known as "the Dark Continent."

In East African ports, huge metal shipping containers arrive with the everyday necessities for a military on the make. They're then loaded onto trucks that set off down rutted roads toward dusty bases and distant outposts.

On the highway from Djibouti to Ethiopia, for example, one can see the bare outlines of this shadow war at the truck stops where local drivers take a break from their long-haul routes. The same is true in other African countries. The nodes of the network tell part of the story: Manda Bay, Garissa, and Mombasa in Kenya; Kampala and Entebbe in Uganda; Bangui and Djema in the Central African Republic; Nzara in South Sudan; Dire Dawa in Ethiopia; and the Pentagon's showpiece African base, Camp Lemonnier, in Djibouti on the coast of the Gulf of Aden, among others.

According to Pat Barnes, a spokesman for U.S. Africa Command (AFRICOM), Camp Lemonnier serves as the only official U.S. base on the continent. "There are more than 2,000 U.S. personnel stationed there," he told TomDispatch recently by email. "The primary AFRICOM organization at Camp Lemonnier is Combined Joint Task Force -- Horn of Africa (CJTF-HOA). CJTF-HOA's efforts are focused in East Africa and they work with partner nations to assist them in strengthening their defense capabilities."

Barnes also noted that Department of Defense personnel are assigned to U.S. embassies across Africa, including 21 individual Offices of Security Cooperation responsible for facilitating military-to-military activities with "partner nations." He characterized the forces involved as small teams carrying out pinpoint missions. Barnes did admit that in "several locations in Africa, AFRICOM has a small and temporary presence of personnel. In all cases, these military personnel are guests within host-nation facilities, and work alongside or coordinate with host-nation personnel."

Shadow Wars

In 2003, when CJTF-HOA was first set up (PDF) there, it was indeed true that the only major U.S. outpost in Africa was Camp Lemonnier. In the ensuing years, in quiet and largely unnoticed ways, the Pentagon and the CIA have been spreading their forces across the continent. Today -- official designations aside -- the U.S. maintains a surprising number of bases in Africa. And "strengthening" African armies turns out to be a truly elastic rubric for what's going on.

Under President Obama, in fact, operations in Africa have accelerated far beyond the more limited interventions of the Bush years: last year's war in Libya; a regional drone campaign with missions run out of airports and bases in Djibouti, Ethiopia, and the Indian Ocean archipelago nation of Seychelles; a flotilla of 30 ships in that ocean supporting regional operations; a multi-pronged military and CIA campaign against militants in Somalia, including intelligence operations, training for Somali agents, a secret prison, helicopter attacks, and U.S. commando raids; a massive influx of cash for counterterrorism operations across East Africa; a possible old-fashioned air war, carried out on the sly in the region using manned aircraft; tens of millions of dollars in arms for allied mercenaries and African troops; and a special ops expeditionary force (bolstered by State Department experts) dispatched to help capture or kill Lord's Resistance Army leader Joseph Kony and his senior commanders. And this only begins to scratch the surface of Washington's fast-expanding plans and activities in the region.

To support these mushrooming missions, near-constant training operations, and alliance-building joint exercises, outposts of all sorts are sprouting continent-wide, connected by a sprawling shadow logistics network. Most American bases in Africa are still small and austere, but growing ever larger and more permanent in appearance. For example, photographs from last year of Ethiopia's Camp Gilbert, examined by TomDispatch, show a base filled with air-conditioned tents, metal shipping containers, and 55-gallon drums and other gear strapped to pallets, but also recreation facilities with TVs and videogames, and a well-appointed gym filled with stationary bikes, free weights, and other equipment.

North Korean leader Kim Jong-un has recently been seen flanked by a "mystery woman" in official state photographs. The resulting international fascination and buzz indicates just how little the global community knows about secretive North Korea.

Mr. Kim, much like his father Kim Jong-il, who ruled North Korea for 17 years until his death in December 2011, makes few personal details public, such as his marital status or age. Kim?s father and grandfather were rarely seen in public with their wives, and the younger Kim?s mother was only recently introduced to the public via a state propaganda video.

The obsession with personal information about North Korea?s leaders, therefore, can come off a bit like a gossip magazine calling to readers from the grocery store checkout line:

?Was the slim woman in the sharp black suit his sister, wife or even lover?? asks CNN.

?Koreans on both sides of the divided peninsula have a new mystery to ponder: who is that elegant young woman at his side?? The Sydney Morning Herald reports.

And The Wall Street Journal chimes in with this one: ?Is North Korean dictator Kim [Jong-un] married? Or is he hanging out with his sister a lot these days??

Secrecy is not new to North Korea. Earlier this spring, a (failed) missile launch led to speculation that the country?s true aim was not to send a satellite into orbit as Pyongyang claimed, but to test long-range missiles. Later, a military parade put on display what looked like large KN-08 missiles on giant launchers, raising international concern that the country was getting closer to building intercontinental ballistic missiles. Upon closer examination of parade photos, however, they were determined to be fakes. "It remains unknown if they were designed this way to confuse foreign analysts, or if the designers simply did some sloppy work,? wrote Markus Schiller and Robert Schmucker, of?Germany's Schmucker Technologie, in a paper posted on the website Armscontrolwonk.com, reported the Associated Press at the time.

Some argue the presence of the mystery woman and other recent activities represent a shift in dealing with the public and could indicate a broader change in North Korean policy.

"Everything related to Kim Jong-il's children is a deadly secret," said North Korea expert Andrei Lankov of Kookmin University in South Korea, according to CNN. Though Mr. Lankov believes it is unlikely the international community will find out the woman?s identity, he speculates her presence could be part of a larger plan to make the younger Kim ?much more approachable, human-like and soft on people.?

Kim, who is believed to be in his late 20s, has sought to ?embrace the youthful energy of the country,? reports ABC news, with plans to create a ?children?s heaven nation.? He was seen with the unidentified woman at a concert featuring the unauthorized use of Disney characters?Friday.?He was also seen perusing fast food stalls during a recent event honoring the 66th anniversary of the Korean Children?s Union. Some media?reported that he has imported theme park rides from Europe.?Together, these activities come as a surprise from a country that ?has long taken pains to keep popular culture out of its media,? and tries to avoid ?spiritual pollution from the West,? reports the BBC.

Then there?s the increasing regularity of Kim?s televised public appearances and addresses. His first speech, in April, lasted close to 20 minutes, reports the BBC. His father ?is thought to have made one recorded public utterance in his 18-year rule ? and that was a single sentence.?

But for all the hope of greater openness, many interpret the recent buzz more skeptically ? and with a bit more bite.

?[W]omen there are wearing trousers and children are being allowed go to the zoo. Korea watchers reckon that, by 2060, the country might have caught up with the late 19th century,? writes columnist Robert McNeill in the Belfast Telegraph.

When economy gets bad, women dress to impress

Putting on makeup to get a man may not be the most feminist concept, but it may also be hard-wired into women's brains.

When the economy goes sour, women stock up on products that can enhance their looks, a new study shows.

The reason is that women, consciously or not, are seeking to make themselves more attractive to the dwindling supply of men with good jobs, researchers say.

And in a bad economy, this suggests that companies selling beauty-enhancing products such as lipstick and designer jeans ought to hype the notion that with them you?re more likely to land a man, says study co-author Sarah E. Hill, an assistant professor of psychology at Texas Christian University.

?We may not consciously think we?re buying them to make ourselves more desirable to men,? Hill says. ?But our lizard brains go after these things even when we think we?re too smart to be lured in by manipulative advertising claims like, ?these jeans will help get you a man.??

Hill and her colleagues got the idea to look at beauty enhancing products after she read an article describing the surprising success of Mary Kay, Inc., back in 2010 ? ?a time when the rest of the economy was tanking.

To see if the so-called lipstick-effect was broader than just one company, Hill and her colleagues examined 20 years of data scrutinizing the relationship between unemployment rates and sales of products that could be used to increase attractiveness, such as cosmetics, perfumes, and designer clothes.

?I was expecting to find sales of these products to at best be flat when unemployment was high,? she says. ?That would have been interesting enough. But when we found that people were actually spending more during times of high unemployment, I thought that was fascinating.?

Data on sales of makeup, skin care, and fragrances in department stores echo the trend seen by Hill, with an increase in sales when unemployment was becoming bigger and bigger news. Sales rose 9 percent between 2009 and 2010 and another 11 percent between 2010 and 2011, according to The NPD Group, a market research company.

Next, the researchers ran a series of experiments to see if fears of high unemployment would affect the buying habits of men and women. In one, they asked 154 college students to read either an article on architecture or one on the economy, which was a modified version of a Wall Street Journal story that had originally been headlined ?Worst Economic Crisis since the ?30s With No End in Sight.?

The student volunteers were then asked to indicate their level of desire to purchase six products. Half the products ? form-fitting jeans, form-fitting black dress (or polo-shirts for men), lipstick (or men?s facial cream) were chosen because they could be used to enhance physical appearance. In contrast, the other half were products such as, a wireless computer mouse, a stapler, and headphones.

Sure enough, women who read the story about the tanking economy were more likely to want to purchase beauty-enhancing products than women who read about architecture. Interestingly, choice of reading matter made no difference to the men.

Hill suspects the lipstick effect only impacts women because men in our culture don?t care whether their mates make a lot of money.

?There?s no impetus for men to make themselves more physically attractive to potential mates,? she says.

What Hill would like to know ? and that may be the subject of a future study ? is whether men who do have good jobs will be looking? for ways to advertise that fact to women they want to date.

?Perhaps if they have a good job in a recession they might do things to advertise that, such as wearing a flashy wristwatch or buying a fancy car.???
