Shed fear, invest in Afghan opportunity: India

NEW DELHI: India on Thursday unveiled its vision of promoting economic rejuvenation and stability of Afghanistan by asking companies from the region to invest in that country in the spirit of solidarity, despite the risks, and called for CEOs to replace generals to lead the country's reconstruction.

"We need to offer a narrative of opportunity to counter the anxiety of withdrawal, uncertainty, instability and foreign interference," External affairs minister SM Krishna told the first regional conclave organised in India to encourage private sector investment in Afghanistan.

"India will continue to pursue its vision to stabilize Afghanistan through trade and investment and regional cooperation," he said while jointly inaugurating the conclave with his Afghan counterpart Zalmai Rassoul.

"We invite international investors and regional countries to join in this vision for Afghanistan individually or in partnership with others," he said.

Afghanistan robustly backed this approach. "I believe greater investments results in increased economic national activities in any country including, but not limited to, additional revenues, job creation, income generation opportunities which in turn leads to increased prosperity and service delivery," said Rassoul.

Over 80 Afghan companies, 130 Indian companies and 70 international companies from 33 countries, including Pakistan, China, Iran and the Gulf countries, participated in the summit. The Afghan delegation included five senior ministers, including Rassoul, commerce and industry minister Anwar-ul-Haq Ahady, finance minister Hazrat Omar Zakhilwal, minister of mines Wahidullah Shahrani and agriculture minister Mohd. Asef Rahimi.

The recommendations of the day-long investment conclave will be submitted as a framework at the Tokyo Conference July 8 where international donors will pledge funds for Afghanistan after international troops leave the violence-torn country in 2014.

The key recommendations of the summit included providing the private sector investment protection and risk mitigation, providing incentives for investing in Afghanistan, and the creation of an international fund for SMEs.

The conclave identified key sectors for investment in Afghanistan that included natural resources, manufacturing, infrastructure, agriculture, IT and telecommunications.

Acknowledging the security concerns of businesses about risks of investment in Afghanistan in the run-up to the phased withdrawal of international troops by 2014, Krishna exhorted the companies from the region to act in solidarity, saying if companies invest together and in numbers, they will all benefit from the collective security of venturing together.

"Investments can provide that hope for employment, training and opportunity for the future. We encourage our industries to venture into Afghanistan in numbers together with Afghan partners," he said.

"We feel that foreign investment and domestic private sector development, both small and large scale, can play that role. Let the grey suits of company executives take the place of olive green or desert brown fatigues of soldiers; and chief executive officers, the place of (military) generals," he said.

"They can also play a larger stabilizing role," he added.

Noting that the military withdrawal should not result in a political or security vacuum that will be filled by extremists once again, the Indian minister said there should be "something productive" in its place.

"This vision requires international support in the form of institutional finance and foreign investment," he said, recognising the presence of representatives from the World Bank, Asian Development Bank and other international financial institutions at the day-long event.

Dispelling security fears, senior ministers from Afghanistan assured Indian investors a business-friendly environment and said there are 17 key sectors, including mines, cement, steel and agriculture, in which they can invest and reap good returns.

"Please don't write off Afghanistan. We are willing to pay personal attention to facilitate your investment in our country," Commerce and industry minister Anwar-ul-Haq Ahady here.

"We allow 100 percent foreign ownership of enterprises, easy repatriation of profits, treat foreign investors identical to domestic ones, and we allow accelerated depreciation," said Ahady.

Commerce and industry minister Anand Sharma described Afghanistan as a country close to India's heart and said Indian companies will be offering cutting-edge technologies and expertise for the reconstruction of Afghanistan.

He also announced that he would soon lead an Indian business delegation to Afghanistan, in a bid to enhance economic engagements between the two countries.

"The visit will happen soon. Officials of the two countries will work out the dates," Sharma told reporters on the sidelines of the Delhi Investment Summit on Afghanistan here.

Analysis: Court hampers Romney's plea to Hispanics

WASHINGTON (AP) ? Mitt Romney wants to improve his troubled standing among Hispanic voters while saying as little as possible about immigration. Events keep working against him.

The Supreme Court's ruling Monday on Arizona's immigration law, coming 10 days after President Barack Obama's announcement that allows some illegal immigrants to stay in the country, is the latest instance. Romney's cautious comments on the court decision underscored his discomfort with a topic that squeezes him between conflicting goals.

He needs to fire up his conservative base, where anti-immigration sentiments run strong. But Romney also needs to reduce Obama's sizeable advantage among Hispanic voters.

Immigration is certainly not the only issue that matters to Hispanics, and Romney is trying to appeal to them by focusing on the economy. That's their No. 1 issue, as it is with other voter groups. But many Hispanics resent what they see as racial and social overtones in some Republicans' denunciations of people who crossed the Mexican border illegally.

If the Nov. 6 contest is as close as many expect, Hispanics could make the difference in swing states such as Nevada, Colorado, Florida, North Carolina and Virginia.

In truth, immigration is a delicate issue for both candidates. Neither seemed overly eager to pounce on the high court's ruling that struck down much of the Arizona law.

While Obama's campaign stayed silent, the president issued a statement praising much of the decision. However, Obama said, "I remain concerned about the practical impact of the remaining provision of the Arizona law that requires local law enforcement officials to check the immigration status of anyone they even suspect to be here illegally."

In a comment that might resonate with minority citizens everywhere, the president added: "No American should ever live under a cloud of suspicion just because of what they look like."

Romney, meanwhile, made two brief statements Monday that largely avoided details of the Arizona law and the court ruling.

"Given the failure of the immigration policy of this country," he told donors in Scottsdale, Ariz., "I would have preferred to see the Supreme Court give more latitude to the states."

Earlier, he said that Obama "has failed to provide any leadership on immigration." Romney suggested that Arizona never would have drafted its law if Congress, under a strong president's guidance, had enacted a federal policy "to secure our borders and preserve the rule of law."

Congress has deadlocked on immigration policy for years, under Republican and Democratic presidents alike.

In the GOP primaries, Romney rejected charges that he was "the most anti-immigrant candidate" in the field, as a Newt Gingrich radio ad claimed. Romney had criticized Texas Gov. Rick Perry for granting in-state college tuition to illegal immigrants. And he distanced himself from Gingrich's call for a de facto policy of declining to deport illegal immigrants who have led long, stable and crime-free lives in the United States.

Romney began softening his immigration rhetoric after vanquishing his Republican rivals. But Obama complicated matters on June 15. The president said he would not deport young illegal immigrants who attend school and avoid crime, a move that Hispanic groups widely praised.

Romney and his surrogates have repeatedly declined to say whether he would overturn that policy, even as they have criticized Obama for failing to craft "a long-term solution" to immigration.

Ana Navarro, who has advised GOP governors and was national co-chair of John McCain's Hispanic Advisory Council in 2008, said Monday via Twitter: "As a Republican Hispanic, trying to put positive spin on Romney immigration (non)statements, well, let's just say it ain't easy."

A new USA TODAY/Gallup Poll of Hispanic registered voters highlights Romney's challenge. Obama led Romney, 66 percent to 25 percent. In 2008 Hispanics voted for Obama over McCain, 67 percent to 31 percent, according to an analysis by the Pew Hispanic Center of exit polls.

What's more: a December poll of Republican primary voters by the Pew Research Center suggests Romney could alienate his GOP base if he softens his immigration stands too much. It found that 57 percent of Republican voters 65 and older said tighter border security and tough law enforcement should be the only focus of immigration policy, with no path to citizenship for illegal immigrants. Younger Republican voters backed a somewhat more balanced approach, but their turnout is less reliable than older voters'.

Republican strategists note that jobs and the economy are the top issues for Hispanics. And they warn that Hispanic voters, who are citizens and often multi-generation Americans, are not entirely sympathetic to people who enter and stay in the country illegally.

But several top Democrats framed the Arizona case in terms that might touch a broad swath of Hispanic voters and other minorities. These Democrats said the Arizona law ? drafted by Republicans, and strongly opposed by Obama ? can lead to humiliating stops and police interrogations of non-white citizens.

The Supreme Court rejected provisions of the Arizona law that would have made state crimes out of federal immigration violations. But it upheld the "show me your papers" provision, which requires police to check the status of people stopped for various reasons who might appear to be in the U.S. illegally.

Rep. Luis V. Gutierrez, D-Ill., chairman of the Congressional Hispanic Caucus' Immigration Task Force, said: "Experience has shown us that police are highly unlikely to stop an individual with the last name of Kennedy or Roberts on suspicion of not being a legal U.S. citizen, but if you are a Gutierrez or Martinez, watch out."

Romney has said laws such as Arizona's should not lead to racial profiling. He has less than five months to try to eat into Obama's lead among Hispanic voters. He hopes an agenda built around economic opportunity will do the trick. Meanwhile, it's a good bet that he'd be happy if talk about immigration died down.

Brand new bonding skills make boron more like carbon

BORON has been hiding secret skills but its cover is finally blown.

In a tightly sealed flask in a German lab sits an emerald-green crystal that is the first stable compound with a triple chemical bond between two boron atoms. Such bonds were previously reserved for an elite club of atoms, including carbon, which sits next to boron in the periodic table.

In another first, boron atoms have linked up with each other in chains. Carbon's tendency to do so is the basis for organic chemistry, making possible DNA, proteins, alcohols and plastics. Synthetic, or alien, life based on boron remains far-fetched - boron still can't link to other life-related compounds, for one thing. But the feats pave the way for boron-based polymers, and other structures previously undreamed of. "Certainly this will go into the textbooks," says Holger Braunschweig of the University of W?rzburg in Germany.

Until now largely obscure, boron occupies a special spot in the periodic table. On one side are metals like beryllium, which give away their outermost electrons to form ionic bonds. On the other side are the non-metals carbon and nitrogen, which prefer sharing electrons in covalent bonds.

A single covalent bond is two electrons shared between two atoms. Carbon, with four outer electrons, and nitrogen with five, form triple covalent bonds consisting of six shared electrons, or three pairs. Boron has three outer electrons, so in principle should be capable of this too, but it has remained aloof. In 2002, Mingfei Zhou and colleagues at Fudan University in Shanghai, China, managed to make a boron triple bond - but only at 8 degrees above absolute zero.

Boron can hold up to eight outer electrons: a pair in each of four slots. In atomic boron, one of these slots is completely empty and the other three are half-full, with one electron apiece. To make triple-bonded boron that could survive at room temperature, Braunschweig and his colleagues filled all four slots. They filled up the empty slot by bonding each boron atom to a molecule that donated two electrons. Each boron atom then completed the filling of its slots by pairing up with another boron atom and pooling its original three electrons (see diagram). In the resulting compound, each boron atom has a full suite of eight outer electrons, making it stable (Science, DOI: 10.1126/science.1221138).

Braunschweig and his team have already begun investigating the reactivity of the novel compound. "It turns out that it shows a rich chemistry," he says.

Triple-bonding is not the only way the researchers got boron to mimic its superstar neighbour, carbon, though. They also coaxed boron atoms into forming a chain. Previous attempts to do this with boron failed and resulted in messy clusters. "It is extremely difficult to form chains of boron atoms," says Braunschweig. The secret was to attach the boron atoms to an iron scaffold, which allowed up to four to form a chain (Nature Chemistry, DOI: 10.1038/nchem.1379).

Next, Braunschweig and his team hope to free this boron chain from its scaffold and increase the chain length to form the boron equivalent of polyethylene, a common plastic. "The material, if it could be made, would have completely different physical behaviour from an ordinary carbon chain," Braunschweig says.

A world of previously forbidden chemistry beckons. "They did not simply find a new flower or a new plant," says Gernot Frenking of the University of Marburg in Germany, who was not involved in the work. "They opened the door to a whole new garden."

HTC teases voice control and/or dog translator for Sense

HTC might be over selling it a bit with the top secret stamp, and the foot note sort of indicates that your next One device wont be interpreting Fido's barks. So, really, that only leaves one logical conclusion -- HTC is working on a voice control app. It shouldn't come as any surprise if you've been paying any attention to to mobile landscape these past few years. Google kicked off the party with Voice Actions and Apple gave the speech recognition tech some personality with Siri. Now Samsung has S-Voice and LG has Quick Voice... what's a Taiwanese manufacturer to do? Presumably make your own speech-driven virtual assistant. When will it debut, what will it be called? Who knows, but judging from the image above it seems safe to assume that HTC's new tool will be delivered as software update to at least some existing handsets.

Motorola Xoom 2 says buongiorno to Alitalia's cockpits and cabins

It won't just be Apple and Samsung cornering the in-air tablet market -- Motorola has scored a deal with Alitalia to put the Xoom 2 into every aspect of the Italian airline's flights. Passengers riding high in the Business and Magnifica classes on longer Middle Eastern and Russian flights will now get to use the Android slate if the aircraft doesn't already have an in-flight entertainment system. At the front, attendants will get a passenger manifest app that lets them scratch travelers' itches based on their flight history. And just to form the triumvirate that Italy loves so well, Alitalia will outfit 10 of its lounges with the current Xoom to keep well-heeled passengers on top of the news before they board. There's no word on expansion plans that would let us play FIFA on that next JFK-to-Rome trip, but we can always brush up on our Italian through an illustrative video below.

FCC asks about cell phone safety ? The Kickstarter Blog

For the first time in 15 years, the Federal Communications Commission on Friday took steps to reexamine safety standards for cell phones amid growing concerns about the health risks associated with radiation from mobile devices.


At question is whether limits the FCC puts on radio frequency emission for cellular devices are outdated and do not take into account the use of new mobile technology and the amount of time users spend on devices.

The debate has drawn huge protest from the $170 billion wireless industry, which has lobbied the FCC and local governments against new standards and proposals for greater disclosure of health warnings.

The FCC?s action on Friday was preliminary, with the five commissioners presented with a draft proposal to take up a review of its safety guidelines. The FCC will vote at an undetermined future date on whether to pursue an official investigation into the topic. The agency downplayed the significance of the action and said it believes current standards are safe.

?We are confident that, as set, the emissions guidelines for devices pose no risk to consumers,? Tammy Sun, a FCC spokeswoman said in a statement. The agency said it was uncertain when a vote would take place.

The agency?s move comes amid protest by health advocates that federal regulators have ignored warnings by international experts of potential safety issues related to mobile phones.

In May 2011, a panel of health experts organized by the World Health Organization looked at hundreds of recent studies on the topic and concluded that cell phones are ?possibly carcinogenic? to humans.

The WHO panel said particular concern is the use of cell phones by children, who spend more time than ever with cell phones up to their ears or in their pockets. Their skulls are thinner than that of an adult and absorb radio frequencies at higher rates.

A separate February 2011 study by researchers at the National Institute of Health found that 50 minutes of cell phone use altered activity of the brain that was closest to where device antennas were located.

?This review is long overdue, and it is impossible to imagine how the FCC will be able to retain its current standards which allow 20 times more radiation to reach the head than the body as a whole, do not account for risks to children?s developing brains and smaller bodies, and consider only short-term cell phone use, not frequent calling patterns over decades,? said Renee Sharp, a senior scientist for the Environmental Working Group.

The FCC?s proposed inquiry specifically addresses health considerations for children.

Any changes in cell phone guidelines have been vehemently opposed by the cell phone industry, which has also fought local government laws around the country that would require safety labels on phones and other consumer disclosures about radio frequency emissions.

The wireless trade group known as CTIA sued San Francisco over an ordinance that would require retailers to disclose those radiation standards to consumers. It has fought similar measures in Maine and Oregon.

Blackberries, iPhones and other devices are sold with manuals with cautionary guidelines on cell phones use.

A spokesman for CTIA stressed that research so far has been inconclusive.

?Expert agencies and scientific advisory groups around the world have concluded that cell phones operating within government standards post no health effects and are safe for normal use,? the spokesman said.

'Dark Knight' scalpers want $100+ for tickets

Sure, buying scalped tickets to the Super Bowl or World Series makes sense -- those are one-of-a-kind experiences with limited seating capacity.

But buying a scalped ticket to a movie, which will run numerous times a day, in hundreds of cities, for weeks on end? If you're willing to pay $100 or more for one of those, you clearly have more money than sense.

Yet scalpers are out there, trying to catch that rare movie fan with a bulging wallet who simply must get into the very first showing in their area?of "The Dark Knight Rises."

Tickets to IMAX midnight showings of the upcoming Batman flick are being offered for more than $120 on ticket resale sites, ScreenCrush.com reports. And Movieline links to one hopeful Toronto seller as proof.

The Toronto seller even touts, "multiple seats will be side by side." Uh, OK, if the theater in question actually assigns specific seats, or if, like as most movie theaters, you just happen to pull up a seat next to your friend.
