Dubai rape dispute points to wider Islamic rules

DUBAI, United Arab Emirates (AP) ? The couple stood before a Dubai judge. The charge was sex outside marriage ? illegal in the United Arab Emirates and across nearly all the Muslim world ? and the magistrate offered an option: Suspended sentences to the Pakistani man and Filipino woman if they agreed to wed. The man consented, but the woman refused. They are awaiting sentencing, which could bring jail terms of several months or longer.

The case in May grabbed some attention because of the judge's novel approach, but otherwise passed as a routine hearing on the misdemeanor docket in a city that relentlessly promotes itself as the new crossroads of the world.

Dubai's Islamic-influenced laws on sex, morality and how they are applied are now center stage in a global debate following the legal battle of a 24-year-old Norwegian woman, Marte Deborah Dalelv. She was sentenced to 16 months in prison on unwed sex and alcohol charges last week after claiming she was raped by a co-worker in March. The alleged attacker received a 13-month sentence on similar charges.

Both were pardoned Monday after Dalelv's sentence stirred an international outcry ? which was furthered by the decision to waive the punishment for the 33-year-old Sudanese man.

Officials in the United Arab Emirates, however, stand by the sentences. They say the decisions were in line with local laws after Dalelv withdrew the rape allegation in the apparent belief that she could then simply reclaim her police-confiscated passport and leave the country.

It also underscores the contradictory and potentially baffling messages sent by places such as Dubai. Its tolerant atmosphere permits indulgences such as unlimited-booze brunches and lavish Valentine's Day getaways but spends far less energy on reminding foreigners that its laws are influenced by Islamic tenets that outlaw sex out of wedlock or even getting too amorous with your partner in public.

While enforcement is laissez-faire in Dubai ? there are no active morality squads at work ? the Dalelv case speaks to the wider contrasts across the region between what happens on the street, what is written in the law, and how much authorities warn visitors and foreign residents of the legal boundaries.

The potential for clashes could grow with places such as Abu Dhabi and Qatar's capital of Doha greatly expanding their international reach, including Doha hosting the 2022 World Cup. In countries that depend on tourism, such as Egypt and Jordan, the rising voices of Islamist groups could chip away at the traditional buffer given foreigners from laws about sex outside marriage.

HOLIDAYS AND PAYCHECKS

Parts of the Muslim world are magnets for tourism. Other points are increasingly important destinations for expatriate workers ranging from Western executives to laborers building and maintaining the sprouting skylines in the Gulf.

In both settings, enforcement of unwed sex codes is mostly very relaxed out of necessity. Demanding marriage licenses or applying other official pressures on visiting couples would threaten the lifeblood of tourism in places such as Morocco or Tunisia.

Morocco's laws set penalties of between one month and one year in prison for unmarried sex between a man and woman, but the measures are almost never applied to foreigners. Hotels, for example, are rarely ? if ever ? asked for proof of marriage. According to Morocco's Justice Ministry, there has only been one case of a foreigner prosecuted for "moral crimes" in recent years, a Filipina, but it did not give details.

In Lebanon, whose tourism has dropped off sharply since the civil war in neighboring Syria, there are no specific national laws banning premarital sex, but the country has subcategories of "personal status laws" for the country's patchwork of religious and ethnic sects. These laws require Lebanese citizens to follow the traditions and rules of their respective groups. Both the major religions, Muslim and Christian, forbid sex outside marriage, but enforcement becomes a local issue. Unmarried couples living together in Lebanon also is increasingly common.

Tour operators in Egypt fear the now-ousted Muslim Brotherhood government of Mohammed Morsi would frighten off unmarried couples. Currently, though, the chaos in Egypt has choked off tourism to a trickle.

The government in Indonesia ? with its popular Bali resorts ? proposed in March changing long-standing liberal colonial laws from Dutch rule to impose jail sentences up to five years for unmarried sex. The possible changes reflect a growing emphasis on stricter Muslim codes in a nation that has long followed more moderate interpretations of Islam.

Authorities the fast-growing Gulf states of Qatar and the UAE, meanwhile, apply a generally light touch on enforcing laws about unwed sex in a tacit acknowledgment of the dependence on the huge foreign workforce, including many singles, and the growing importance of tourism.

The blows to Dubai's image from the Dalelv case are cautionary tales for Gulf states trying to project a Western-friendly aura. But there appears to be no suggestions of amending the morality statutes in its laws, which are strongly influenced by Islamic codes but include tribal customs and international jurisprudence.

In most cases, the police only intervene after a complaint.

An Egyptian living in Qatar, Mulham Ashraf, said he called police because he was offended when his roommate's girlfriend began spending the night. The man was arrested, he said, but he was not sure of the fate of the woman.

"I lived with my Filipina girlfriend for several years before she returned to the Philippines," said Abdullah Owaidat, a Jordanian living in Qatar. "We were not harassed or questioned. But we were careful not to socialize with neighbors for fear of being reported. I have a lot of friends ? Americans, British and even Arabs ? who live with partners outside marriage."

Still, like the Dubai case, rape claims can bring complications for the accusers.

In December 2011, the Doha-based newspaper Al Arabi Qatari reported on an Asian maid who was charged with sex outside marriage after she claimed she was raped by her boyfriend. She was later deported.

Earlier this week in Dubai, an unmarried Filipina and her boyfriend were sentenced to a year in prison each on sex charges after she was treated for a miscarriage.

SHARIA SIDE

Parts of the Muslim world that follow strict interpretations of Islamic law, or sharia, can impose death sentences for sex outside marriage.

In Pakistan, punishment can be stoning to death or 100 lashes under laws issued in 1979 when strongman Gen. Zia ul-Haq ruled the country. Lawyers say there have been cases where rape victims were punished under the law, although not stoned to death, because they were not able to prove the rape claim ? which needs the corroboration of adult male witnesses.

The law applies to Pakistanis and foreigners, both Muslim and non-Muslim. Khurram Khosa, a criminal lawyer, said there are several examples of foreigners who were caught and tried on charges of sex outside of marriage. These were mainly women who came to Pakistan to work as prostitutes, Khosa said.

In Afghanistan, Islamic law can be applied in cases of premarital sex or adultery, but rarely is enforced because it is almost impossible to meet the requirement of four witnesses. Instead, judges use Afghan law that calls for one to five years in prison if two unmarried people have sex outside wedlock. In Taliban-controlled areas, there have executions of people found guilty of adultery or sex out of wedlock.

Afghanistan's laws apply to foreigners, but most in Afghanistan live in guarded compounds that are restricted to non-Afghans.

Under Iran's Islamic codes, punishment for adultery can be death by stoning. If both partners are single, it can bring 100 lashes.

Such cases are difficult to prove, however, requiring material evidence such as a videotape or the testimony of four male witnesses.

NOT HERE

In Gaza, controlled by the militant group Hamas, a cleric offered the improbable boast that sex outside marriage cannot be found in the territory.

"Islam asks people to bear the burden of their pleasure" only through marriage, said Sheik Hisham Akram. "In our country, thanks Allah's blessings, we don't have these kind of forbidden relations."

Nevertheless, the law says violators could face up to six months in prison.

In Iraq, there is no punishment for a relationship outside marriage if it has the consent of both partners. With adultery, however, the punishment is from one to seven years in prison for both people.

Jordan bans all sex outside marriage, with jail sentences up to three years, although the law is rarely enforced. Families of women suspected of out-of-wedlock sex are sometimes slain by relatives in so-called "honor killings," which occur across the Muslim world, although Jordan's Queen Rania has led a campaign against the ancient practice.

Last month, Cambridge University released a survey of 850 Jordanian students that found about half of the males and 20 percent of female respondents advocated killing women or girls if their sexual behavior dishonored the family.

To anyone who has watched a wildlife documentary or gone on safari, it's only too obvious how the powerful claws and jaws of today's big cats can combine to devastating effect. Until about 11,000 years ago, though, a different kind of feline prowled the Earth ? one with the kind of overbite that no amount of orthodontic work could fix. Our ancestors were probably familiar with the strategy sabre-toothed cats like Smilodon used to put their impressive canines to work, but for evolutionary biologists the giant teeth have always been something of a mystery: no living predator has anything quite like them.

Almost no living predator, that is. There are suggestions that the clouded leopard may show a primitive form of sabre-toothedness ? although there is some debate over whether or not its teeth are large enough relative to its skull for it to qualify as a true sabre-toothed cat. But in any case, the leopard is so rare and poorly studied that its hunting behaviour is almost as much of a mystery as that of the extinct cats.

Then there's the South American short-tailed opossum. This animal is clearly not a cat. In fact, as a marsupial, a class of mammals that keep their young in a pouch, it's a very long way from the cat family in evolutionary terms. But could the 10-centimetre-long creature be the best living equivalent of sabre-toothed cats?

Small but vicious

It's certainly got the temperament. The short-tailed opossum has a reputation for vicious behaviour. It crunches through the heads of insects, de-hairs hairy caterpillars and, given the chance, will attack mammals ? even ones larger than itself ? by biting them on the throat until they suffocate.

There's reason to believe that sabre-toothed cats may have employed a similar kind of strategy to attack and kill their prey. Large canines may be fearsome weapons, but their size makes them prone to fracture ? and yet very few fossil sabre-toothed cats have broken teeth. Going for the neck rather than biting down on a bony part of the body might explain how the cats avoided snapping their teeth.

To judge the opossum's sabre-toothed credentials, Ernesto Blanco at the University of the Republic in Montevideo, Uruguay, and his colleagues collected 44 South American marsupial predators, including four specimens of the short-tailed opossum. Using calipers, the team took a series of measurements from each skull and compared them with each other, and with measurements taken from the skulls of extinct sabre-toothed animals.

Big teeth, weak bite

They found that relative to skull size, the short-tailed opossums' canines really are significantly larger than those of other marsupials. They can also open their jaws unusually wide but their bite is relatively weak ? as modelling studies have suggested was the case with sabre-toothed cats. Blanco says this indicates the opossums may be evolving along similar lines.

They would not be the first sabre-toothed marsupial to walk this earth, says Virginia Naples, a sabre-toothed cat researcher at Northern Illinois University in DeKalb. "An [extinct] South American sabre-tooth predator, Thylacosmilus atrox, has been loosely categorised as an opossum," she says.

Blanco and his colleagues think male short-tailed opossums may have gained their large teeth initially for sexual display rather than for hunting: competition between males is particularly acute because these opossums breed only once in their lifetime.

Naples has another theory: she thinks the sabre-tooth adaptation evolved so the opossum could kill prey larger than its body size would suggest. By going after larger prey, not only do you get more food per kill, but you face less competition from predators who find these prey more of a challenge than you do.

If her idea is correct, it could explain why short-tailed opossums are willing to go after prey larger than themselves ? although thankfully, they appear to consider humans too large to tackle.

OKI C831n


Relatively few color laser printers can print at up to tabloid size (11 by 17) size, and even fewer of those are moderately priced. The OKI C831n is a welcome addition to the group, providing good speed and low running costs at a price that won't break the bank.

As an LED-based printer, the C831n uses light-emitting diodes (LEDs) in place of lasers as a light source, though LED printers are still considered laser class. The C831n, off-white with gray trim, measures 14.2 by 17.6 by 21.7 inches (HWD) and weighs 82 pounds, large enough for it to need a separate table. Its front panel includes qa mono LED screen, a 4-way controller, and an alphanumeric keypad.

The C831n's standard paper capacity is 400 sheets, split between a 300-sheet main tray and a 100-sheet multipurpose feeder. It supports two optional 530-sheet trays ($379 list), for a maximum paper capacity of 1,560 sheets. It has a duty cycle of up to 75,000 pages per month. The C831n lacks an automatic duplexer for printing on both sides of a sheet of paper; one is available as a $299 option, or (better), the OKI C831dn ($1929 list) is the same printer as the C831n but with the duplexer added.

The printer offers USB, parallel, and Ethernet connectivity; I tested it on an Ethernet network with its drivers loaded on a PC running Windows Vista.

Print Speed and Output Quality
I timed the OKI C831nn on the latest version of our business applications suite (using QualityLogic's hardware and software for timing), at an effective 7.7 pages per minute (ppm). That's in line with its rated print speed of up to 35 ppm for both monochrome and color printing, about what we'd see if it were printing solely text pages. (Our test suite consists of text pages, graphics pages, and pages of mixed content.) It's essentially tied with the 7.6 ppm turned in by the Editors' Choice Xerox Phaser 7100/N, rated at 30 ppm for monochrome and color printing. I timed the Dell 7130cdn Color Printer at 8.1 ppm, while the Editors' Choice Xerox Phaser 7500/N tested at 7.1 ppm.

Text quality was average for a laser-class printer, good for typical business uses except ones requiring very small fonts.

Graphics quality was average for a color laser, suitable for general business use including PowerPoint handouts, though I might hesitate to hand them to clients I was trying to impress. Dithering (graininess) was a common issue. The printer had trouble printing very thin lines in two figures. One illustration showed misregistration (a misalignment between different elements of the design).

Photo quality was a bit below par for a color laser-class printer. A monochrome print showed a tint. Dithering (graininess) was common, and there was some loss of detail in both bright and dark areas. The C711n can print out recognizable photos from files or Web pages, but I'd hesitate to use it to print out company newsletters and the like.

Running costs are a strong point with the C831n. The cost per page is 1.8 cents per monochrome page and 7.9 cents per color page; the color figure is particularly good.

If you need a laser-class printer for printing out color at up to tabloid size, the OKI Data C831n should be on your short list. It has good speed, a low sticker price, and low running cost, especially for color printing. Its color output quality isn't up to that of the similarly low-priced Editors' Xerox Phaser 7100/N, but it should be enough for many businesses. Its output quality isn't in the same league as the Editors' Choice Xerox Phaser 7500/N, but then again, neither is its price. As a low-cost tabloid laser-class printer with low color costs, the OKI C831n has much to recommend it.

?I sleep next to my cell phone,? he said.

Of all the important clients Kahn has helped ferry across the globe, one stands out in his memory.

?We got a call from an aquarium in Atlanta, which needed to transport a sea otter from Monterey, Calif.,? he said. ?I didn?t know much about sea otters, so I had to do a Google search. I thought the sea otter would need a tank, but it wound up traveling in a large dog cage.?

The plane had to fly at a certain altitude and the crew had to monitor the cabin pressure to prevent the otter?s internal organs from imploding.

?I?m happy to say the otter made it safely to Atlanta and is happy in its new aquarium,? Kahn said. ?I feel like I did a good deed for an animal.?

Who could have thought one wee royal baby could attract so many 'oohs' and 'aahs'

The Duke and Duchess of Cambridge display their newborn to the world outside St. Mary's hospital in London, and take questions from the world media.NBC News' Brian Williams reports.

LONDON ? It?s been a long wait.

Even longer than the nine months it usually takes to have a baby.

Longer still if you?ve been standing for the last two weeks ? with not much to say but a lot of airtime to fill ? outside the London hospital that?s become the center of the attention for the whole world, apparently.

Ever since Kate and William got together, we?ve all secretly been wondering when they?d get around to the important business of Doing Their Duty.

There may have been a little romance and a lot of love happening along the way, but let?s not kid ourselves about what?s going on here.

It is, of course, about the joy of starting a family.? But it?s also about making sure the monarchy keeps going. It?s about producing an heir to the throne.

It?s been a major concern throughout Great Britain?s rather bloody history.? Henry VIII ? he of the six wives ? was said to be consumed with the belief that it was his duty to produce a male heir to secure the future of the Tudor dynasty. It was third time lucky for the old philanderer, though even then it didn?t go to plan.

So with the very welcome arrival of Prince Whatsisname of Cambridge, the future of the House of Windsor seems secure. There?s granddad, dad and now junior all standing by (well, not baby, not yet) to become His Majesty the King ? the first time we?ve had so many in the dugout? for more than 100 years.

As expected, for the most part Britons are ridiculously happy about the baby?s arrival.? Some are joyous because they love all things royal; some because they believe in the monarchy; and some because they just love babies and happy stories in the midst of all the misery that besets us these days.?

There are others here who don?t care, and they are having a lean time of things right now because there is simply nowhere they can go to get away from the story.? It?s everywhere ? on every TV channel, in every paper, on every news website.? There is no hiding place for the curmudgeons.

The world, it seems, is captivated by this little nipper?s arrival. Not least (and this makes me happy as it helps pay the rent) our audience in the United States.

An American colleague told me this morning that her girlfriends had set up an email ?baby chain,? ?with everyone on it in a high state of excitement.? And, she said somewhat puzzled, ?they are normally so sensible!?

Well sense is out the window for now. As I write this I, a self-proclaimed royal doubter, am glued to my TV monitors. All four of them, all showing different channels, all pointing at the same door ? the exit to the Lindo Wing of St. Mary?s hospital, through which His Royal Diaper-Wearing Highness will emerge at any moment.

I suspect hundreds of thousands ? nay, millions ? around the world are doing the same thing. Who?d have thought one wee baby could attract so much attention.? This young chap surely gets into the Guinness Book of Records for causing the most ?Oohs? and ?Aahs? ever simultaneously-uttered across so many continents.

My excuse?? I recently acquired the noble status of grandfather to a rather lovely baby girl. Now every day, when not dealing with the murder and mayhem that characterize my job as director of international news for NBC, I find myself ?oohing? and ?aahing? at video of the precious child doing all sorts off mind-blowing and never-before-done things like rolling over on her side, and rolling back again.

And that first smile? Believe me, it?s priceless.

So, monarchists or not, the world has cause to celebrate the arrival of the young prince, and all young human-kind who add to the sum of our joys. It?s because of them that life goes on.

It?s not often we news journalists get the chance to spread a little sunshine in the world. So make the most of it. The rains will come soon enough.

Emeraldisles5 asks: Would I be better off getting certfied through ACE or studying exercise science at a local community college?

I am interested in helping out other people to be healthier and more active, especially with good nutrition and psychical activity. However, I have been taking a couple of fitness classes at the YMCA along with my regular running and swimming activity routine, and I was recommended that if I cannot study exercise science and nutrition at a local community college, that I could still be certified by the American Council of Exercise and get CPR certified. I have never had a job, except for volunteering, and I just want to know what would be better, as well as money wise. If I went through the at home study program, and then took the certification exam, it is less expensive and valid for a couple of years.

Perhaps you could get your certification, find a job in your chosen field, then continue your education at a community college?

Thank you! This has been keeping me up at night. Money is tight but my dad is willing to help me out, and to get certified through at home the course only cost a few hundred dollars each. Community College can run for 5 or 10 grand. I am very bright for the most part, I have trouble with certain forms of math, but enjoy science.

Sony unveils 3D head-mounted display for surgeons to peer inside you

Sony's 3D head-mounted displays have been asking for a place in your film-watching and gaming routines since 2011, but now their latest HMD is volunteering to act as the viewing end of medical endoscopes. Hirai and Co. have just unveiled what amounts to a retooled HMZ-T2, dubbed the HMM-3000MT, which helps surgeons peek inside a patient's body in 2D or 3D -- the latter of which is said to improve precision. By eliminating the need to keep tabs on an external screen, the electronics giant thinks doctors won't have to restrict their posture and movement.

Though the hardware carries the same 720p 0.7-inch OLED panels as its sibling, it's been tweaked for use in a standing position with beefed up support for balance and comfort. The hardware also packs a picture-in-picture feature to catch different views of operations, and even the ability to rotate and flip video feeds. While the headgear has been approved for use in Japan, it hasn't been confirmed for a launch in other territories. In other words, don't expect to see it if you go under the knife relatively soon.

EA Sports today released additional details on the Seasons feature within Madden NFL 25?s Ultimate Team mode. Similar to those found in NCAA Football and FIFA?s Ultimate Team offerings and being introduced this year in Madden, the Online Seasons offer 10 game stretches followed by playoffs for the right to move on to the next level. There will also be bonus coins provided for competing in Seasons.?

You?ll earn coins for each game you play in Seasons. More coins are awarded for outstanding performances, such as winning by lots of points or accumulating many yards of offense. Milestones such as earning a playoff berth or winning the bye are also accompanied by coin rewards. At certain milestones in later levels, you?ll receive a reward pack that contains a Premium collectable that helps you get some great items such as unique alternate jerseys. You?ll always receive an additional reward pack for winning the Super Bowl.

One concern out of that is EA encouraging people to run up the score and boost statistical output when the outcome for a game is no longer in question. That could lead to even more aggravating experiences and reason for those on the wrong end to rage quit ? though one advantage to having Seasons is completing a loss is better than taking a disconnect. Regardless the Seasons aspect of Ultimate Team has proven to deliver a more compelling reason to continue playing and working towards improving both the team and individual skill so it should help make the mode even more popular in Madden this year than it has been in previous iterations.
