Macau braces for notorious gang leader's release

HONG KONG (AP) ? The Asian gambling mecca of Macau is bracing for the release on Saturday of a notorious organized crime boss who was at the center of the gangland violence that plagued the city in the late 1990s.

Wan Kuok-koi, also known as "Broken Tooth Koi," is scheduled to walk free from Coloane Prison sometime between midnight Friday and noon Saturday after serving most of a 15-year sentence, the Macau government said.

Wan was convicted of loan sharking, money laundering and being a gang leader in November 1999, a month before Portugal handed control of Macau back to Beijing. As head of Macau's 14K triad, Wan waged a brutal war with rival triads, or organized crime gangs, for dominance of the lucrative VIP rooms in Macau's casinos.

According to news reports in Macau and nearby Hong Kong, authorities have been preparing for his release by warning hotels and casinos to tighten security. Officials, including one from Beijing's liaison office with Macau, have also warned Wan to behave after his release, the reports said.

The measures are a response to fears that Wan's release would be followed by a return to the pre-handover gang violence that rocked Macau and claimed dozens of lives, including 37 in 1999 alone. Some worry he'll try to get involved again with junkets, which arrange for wealthy mainly Chinese gamblers to come to Macau, lend them money and make big profits by collecting on debts.

But analysts say that when Wan leaves prison, he'll likely find he has lost much of his power and influence following Macau's decade-long transformation from a seedy and corrupt crime-ridden backwater into the world's top gambling market.

Macau's decision to end a four-decade casino monopoly in 2002 opened the way for foreign operators to modernize the industry. Las Vegas Sands Corp., MGM Resorts International and Wynn Resorts Ltd. have all opened glitzy resorts. Macau raked in $33.5 billion gambling revenue last year, more than five times the amount earned on the Las Vegas Strip.

"Wan Kuok-Koi is yesterday's man," said Steve Vickers, a former head of intelligence at Hong Kong's police force who is now chief executive of business intelligence and risk consultancy SVA. "Whilst he remains connected with his previous gang members, there is just no room for the wild bunch in Macau anymore. He will be neutralized should he create trouble."

JERUSALEM (AP) ? Israel on Friday approved the construction of 3,000 homes in Jewish settlements on Israeli-occupied lands, a government official said, drawing swift condemnation from the Palestinians a day after their successful U.N. recognition bid.

The Palestinians reiterated their refusal to resume negotiations with Israel while building continues. With Israeli Prime Minister Benjamin Netanyahu apparently poised for re-election to another four-year term and insisting that any negotiations begin without preconditions, prospects for an Israeli-Palestinian partition deal appear to be going into deep freeze.

The United Nations voted overwhelmingly to accept a Palestinian state in the West Bank, the Gaza Strip and east Jerusalem as a non-member observer state on Thursday, setting off jubilant celebrations among Palestinians.

Israel fiercely objected to the U.N. upgrade, saying Palestinian statehood could only come from direct negotiations and unilateral moves would harm that prospect. The Palestinians said the U.N. recognition of a Palestinian state in the territories captured by Israel in the 1967 Mideast war was an attempt to salvage a possible peace deal.

Palestinian President Mahmoud Abbas has refused to negotiate with Israel while settlement construction continues, saying Israel's settlement expansion on war-won land was making a partition deal increasingly difficult.

Palestinian negotiator Saeb Erekat condemned Israel's announcement, saying it was "defying the whole international community and insisting on destroying the two-state solution." He said the Palestinian leadership is studying its options.

Abbas spokesman Nabil Abu Rdeneh also insisted earlier Friday the Palestinian position hadn't changed, saying settlement building "is not just illegal, it's against the resolution."

More than 500,000 Israelis have moved to the West Bank and east Jerusalem since 1967. Israel unilaterally withdrew its soldiers and settlers from Gaza in 2005, but continues to partially control access. The Islamic militant group Hamas seized control of the territory from Abbas' control in 2007 and recently gained popularity after holding its own following an eight-day Israeli military offensive aimed at stopping rocket fire.

The Israeli official, who spoke on condition of anonymity because he was not authorized to discuss the sensitive issue publicly, said Israel decided to build 3,000 apartments for Jews in the West Bank and east Jerusalem. He said the government also decided to begin preparations for construction in other areas of the West Bank, including the so-called E-1 corridor that connects Jerusalem with the settlement bloc of Maaleh Adumim.

Construction there would pose a major obstacle for Palestinian statehood by cutting off east Jerusalem from the West Bank. Successive U.S. administrations have pressured Israel not to build in E-1 where a development plan calls for at least 3,500 homes.

Danny Seidemann, a lawyer for Ir Amim, an Israeli group that supports coexistence in Jerusalem, said construction did not appear imminent and the Israeli announcement contained "quite a lot of drama."

"There's an element of sticking it to the Palestinians," he said, adding that plans in E-1 were not only a slap to the Palestinians but to the Americans who oppose them too. "E-1 is the Judgment Day weapon," he said of the strategic impact of construction in that area.

Yesh Din, an Israeli rights group, called the Israeli decision "collective punishment" and called on Israel to retract its move.

"Israel should have understood by now that such behavior ... will no longer be tolerated by the international community," the group's executive director, Haim Erlich said.

Earlier this month, Israel said it was pushing forward construction of 1,200 new homes in Jewish settlements, in an apparent warning to the Palestinians to rethink their U.N. plan. Israel fears the Palestinians will use their upgraded status to confront Israel in international bodies and pressure it to make concessions.

Former Foreign Minister Tzipi Livni, the one-time chief negotiator with the Palestinians, also slammed the decision.

"The decision at the U.N. on a Palestinian state is bad for Israel and so is Netanyahu's response," said Livni, who this week formed a new party to compete in Jan. 22 parliamentary elections. "The decision to build thousands of housing units as punishment to the Palestinians only punishes Israel ... the unnecessary statement only isolates Israel further."

In the U.N., only nine states opposed the Palestinian bid, including Israel and the United States, while 138 supported it.

The vote granted Abbas an overwhelming international endorsement for his key position: establishment of a Palestinian state in the West Bank, Gaza Strip and east Jerusalem. Netanyahu opposes a full pullback to the 1967 lines.

The Palestinians turned to the U.N. after two decades of on-again, off-again talks.

Netanyahu dismissed the U.N. vote as meaningless and accused Abbas of delivering a "defamatory and venomous" U.N. speech "full of mendacious propaganda" against Israel.

Greensboro, NC - Florida State wide receiver Rashad Greene and defensive end Cornellius Carradine headline a list of 10 players named as the Atlantic Coast Conference Football Players of the Week, announced by the conference on Monday. Greene caught the game-winning touchdowns with under a minute remaining and Carradine registered 11 tackles in the Seminoles' 28-22 win at Virginia Tech.

Virginia's Michael Rocco, the Offensive Back of the Week, engineered the game-winning drive late in the fourth quarter to lead the Cavaliers to a 41-40 win over Miami. Maurice Canady, the Co-Defensive Back of the Week, had nine tackles to earn conference honors for the second straight week.

Georgia Tech's Quayshawn Nealy, the Co-Linebacker of the Week, had two sacks and six tackles and Jamal Golden, the Specialist of the Week, set a school record with 230 kickoff return yards in the Yellow Jackets' 68-50 win at North Carolina.

NC State's Camden Wentz, the Offensive Lineman of the Week, tallied 13 knockdown blocks and Dontae Johnson, the Co-Defensive Back of the Week, helped limit the Demon Deacon passing attack in the Wolfpack's 37-6 victory.

Duke Johnson set a Miami record with 368 all-purpose yards to earn Rookie of the Week honors for the fourth time and Gionni Paul, the Co-Linebacker of the Week, had a career-high 14 tackles in the 41-40 loss at Virginia.

OFFENSIVE BACK - Michael Rocco, Virginia, Junior, QB, 6-3, 225, Lynchburg, Va.

Rocco completed 29 of 37 passes for 300 yards, four touchdowns, and had no interceptions to help Virginia to a 41-40 upset of Miami. Rocco tossed a 10-yard throw to TE Jake McGee in the back of the end zone with six seconds left to produce the go-ahead score for the Cavaliers. Rocco's passing numbers included a school record streak of 18 consecutive completions and set new career highs in completions (29) and touchdowns (4). Virginia's final drive saw Rocco direct the Cavaliers 87 yards in 2:32, converting two fourth downs during the drive. Rocco either passed or ran (one QB sneak) for all 87 yards during the drive.

OFFENSIVE LINEMAN - Camden Wentz, NC State, Senior, C, 6-3, 301, Marietta, Ga.

Wentz tallied 13 knockdown blocks to help pave the way for the Wolfpack's 428 yards of total offense in the win over Wake Forest. Making his 36th consecutive start at center, Wentz was in for 86 snaps from scrimmage and posted the offensive line's top grade of 88%.

RECEIVER - Rashad Greene, Florida State, Sophomore, WR, 6-0, 170, Albany, Ga.

Greene turned a quick slant pass from quarterback EJ Manuel into the 39-yard game-winning touchdown with 40 seconds remaining in the Seminoles' 28-22 win at Virginia Tech. Greene finished the night with six receptions for 125 yards - his first 100-yard receiving game of the season - and a pair of scores.

DEFENSIVE LINEMAN - Cornellius Carradine, Florida State, Senior, DE, 6-5, 265, Cincinnati, Ohio

Carradine turned in one of the most productive games of his two-year career in leading the Seminoles with 11 tackles in their 28-22 road win at Virginia Tech. His career-high 11 tackles - six solos and five assists - also included his ninth sack and 10th tackle for loss of the season. Carradine has helped the Florida State defense climb to No. 1 nationally in total defense and rank among the top four in each major statistical category. Carradine is currently tied with linebacker Christian Jones for the team lead in tackles with 64.

CO-LINEBACKER - Quayshawn Nealy, Georgia Tech, R-Sophomore, LB, 6-1, 232, Lakeland, Fla.

Nealy registered a career-high two sacks to go with six tackles (four solo tackles) in Georgia Tech's 68-50 win at North Carolina.

CO-LINEBACKER - Gionni Paul, Miami, Sophomore, LB, 6-0, 230, Lakeland, Fla.

Playing in place of injured Denzel Perryman, Paul tallied a career-high 14 tackles - seven solo - in Miami's 41-40 loss at Virginia. It was his second double-digit tackle game of season, and his 14 stops are the most by Hurricane in a game this season.

CO-DEFENSIVE BACK - Maurice Canady, Virginia, Freshman, CB, 6-2, 180, Richmond, Va.

A week after his first start and earning ACC Player of the Week honors, Canady had another big game in Virginia's 41-40 win over Miami. He came up with nine tackles, broke up one pass and forced a fumble that he recovered on the Virginia 2-yard line early in the fourth quarter.

CO-DEFENSIVE BACK - Dontae Johnson, NC State, Junior, CB, 6-3, 196, Pennington, N.J.

Johnson matched up against Wake Forest flanker Michael Campanero for most of the game in the Wolfpack's 37-6 win over the Demon Deacons. In the game for 55 snaps from scrimmage, Johnson limited Campanero to five catches for just 14 yards, shy of his average of 8.5 receptions and 86.3 yards. He tallied five solo tackles, including a three-yard tackle for loss, and forced a fumble in the second half.

SPECIALIST - Jamal Golden, Georgia Tech, Sophomore, DB/KR, 6-0, 188, Wetumpka, Ala.

Golden returned a kickoff 100 yards for a touchdown - his second kick return for a touchdown over the last three weeks - and he broke a school record with 230 kickoff return yards in Georgia Tech's 68-50 win at North Carolina. Georgia Tech had not returned a kickoff for a touchdown from 1998 through 2011, but Golden has tied a Tech record with two kickoff returns for scores in one season. His 100-yard kick return on the opening kickoff of the second half was the longest scoring play in the Paul Johnson era.

ROOKIE - Duke Johnson, Miami, Freshman, RB, 5-9, 188, Miami, Fla.

Johnson rushed for a career-high 150 yards on 16 carries and also threw for a 9-yard touchdown - his career-first pass - in Miami's 41-40 loss at Virginia. He has three 100-yard rushing games this season, including 100+ yards in back-to-back games. Johnson amassed a Miami-record 368 all-purpose yards in the game which ranks as the fourth-most in ACC history. He registered 214 kick return yards on four tries, including a 95-yard kick return for a score, his second kick return for touchdown this season which is tied for most in school history. He became only the third FBS player since 2000 with a TD pass and a kickoff return for TD in the same game.

Simple measures cut infections caught in hospitals

CHICAGO (AP) ? Preventing surgery-linked infections is a major concern for hospitals and it turns out some simple measures can make a big difference.

A project at seven big hospitals reduced infections after colorectal surgeries by nearly one-third. It prevented an estimated 135 infections, saving almost $4 million, the Joint Commission hospital regulating group and the American College of Surgeons announced Wednesday. The two groups directed the 2 1/2-year project.

Solutions included having patients shower with special germ-fighting soap before surgery, and having surgery teams change gowns, gloves and instruments during operations to prevent spreading germs picked up during the procedures.

Some hospitals used special wound-protecting devices on surgery openings to keep intestine germs from reaching the skin.

The average rate of infections linked with colorectal operations at the seven hospitals dropped from about 16 percent of patients during a 10-month phase when hospitals started adopting changes to almost 11 percent once all the changes had been made.

Hospital stays for patients who got infections dropped from an average of 15 days to 13 days, which helped cut costs.

"The improvements translate into safer patient care," said Dr. Mark Chassin, president of the Joint Commission. "Now it's our job to spread these effective interventions to all hospitals."

Almost 2 million health care-related infections occur each year nationwide; more than 90,000 of these are fatal.

Besides wanting to keep patients healthy, hospitals have a monetary incentive to prevent these infections. Medicare cuts payments to hospitals that have lots of certain health care-related infections, and those cuts are expected to increase under the new health care law.

The project involved surgeries for cancer and other colorectal problems. Infections linked with colorectal surgery are particularly common because intestinal tract bacteria are so abundant.

To succeed at reducing infection rates requires hospitals to commit to changing habits, "to really look in the mirror and identify these things," said Dr. Clifford Ko of the American College of Surgeons.

The hospitals involved were Cedars-Sinai Medical Center in Los Angeles; Cleveland Clinic in Ohio; Mayo Clinic-Rochester Methodist Hospital in Rochester, Minn.; North Shore-Long Island Jewish Health System in Great Neck, NY; Northwestern Memorial Hospital in Chicago; OSF Saint Francis Medical Center in Peoria, Ill.; and Stanford Hospital & Clinics in Palo Alto, Calif.

Tiffany 3Q results miss Street, cuts 2012 outlook

NEW YORK (AP) ? Tiffany & Co.'s third-quarter net income fell 30 percent, stung by a higher-than-expected tax rate, ongoing economic weakness and high precious metal and diamond costs.

The jewelry company's results missed Wall Street's expectations and it cut its full-year earnings forecast.

Shares dropped almost 8 percent in morning trading.

For the period ended Oct. 31, the company known for its blue boxes earned $63.2 million, or 49 cents per share. That's down from $89.7 million, or 70 cents per share, a year earlier.

Analysts polled by FactSet forecast earnings of 63 cents per share.

Chairman and CEO Michael J. Kowalski said in a statement that Tiffany had expected its quarterly results would be affected by ongoing economic softness and tough year-ago comparisons. But he added that the retailer's gross margin rate of 54.4 percent ? down from 57.9 percent in the prior-year period ? was weaker than expected and its tax rate was higher than expected. Gross margin, a key performance metric, is the amount of each dollar in revenue a company actually keeps.

While cautious about worldwide economic conditions, Kowalski said that the company anticipates results improving during the holiday season partly because of easier year-over-year sales comparisons but also because of new stores and new products.

The holiday season is critical for retailers, as it can make up to 40 percent of stores' annual revenue.

Revenue increased 4 percent to $852.7 million from $821.8 million. Wall Street expected $858.8 million.

Sales rose 6 percent in Europe and 3 percent in the Americas region. Asia-Pacific sales climbed 2 percent, while Japan sales rose slightly. Tiffany said that its other sales jumped 73 percent as it converted five stores in the United Arab Emirates from independently-run distribution to company-run stores.

Tiffany now expects 2012 earnings of $3.20 to $3.40 per share. Its prior outlook was for earnings of $3.55 to $3.70 per share.

Analysts predict earnings of $3.59 per share.

Tiffany had 272 stores at quarter's end.

Its shares dropped $4.92, or 7.7 percent, to $58.81 in morning trading. They have fallen more than 11 percent this year.

Oprah Reveals Breast Cancer Scare | NBC Chicago

Oprah Winfrey revealed a breast cancer scare to a Los Angeles audience.

The queen of all media had a recent brush with her own mortality.

According to the New York Times, Oprah Winfrey told the audience at a Los Angeles conference last month that she had a breast cancer scare the week before, but it turned out to be a false alarm. The revelation was also news to her best friend, Gayle King, who was also on stage, and King reportedly grew visibly upset.

Many of the audience questions at the event pertained to Winfrey's struggles with her OWN cable network, but one woman chided her for not blindsiding King with the breast cancer news in public.

Past health problems for Winfrey have included a 2007 thyroid problem that she said contributed to weight gain.

Richard Florida, who coined the term creative class ? about how the development of cities can be dependent upon the rise of a class of professionals involved in creative industries, recently published a study in the Atlantic Online about the most popular music scenes in the U.S. (A hat tip to my colleague Leigh Hornbeck to pointing me to this map on the Idiotsbeingidiots blog.)

Florida?s post offers four maps:

• Raw Number of Musical Acts (LA is on top, followed by NYC and Chicago)
• Density of Musical Acts per 10,000 (This is the map above, with LA on top, followed by Napa, Calif., and Las Vegas ? the Albany metro area comes in ninth)
• Music Popularity Index (in millions) This comes from MySpace data in 2007 (!) and has LA, NYC and Atlanta in the top 3
• Popularity Index per Capita (Nashville tops this list, followed by LA and Atlanta)
  

The article states that the data come from MySpace in 2007, so it can be out of date. Florida writes:

In early 2007, at the peak of the site?s popularity (it had more visitors than Google at the time), my team at the?Martin Prosperity Institute (MPI) and I organized and collated information on the more than three million artists that were listed. We cleaned the data, organizing it by location, popularity (as reflected by fans, plays, and page views), and key musical genres. Overall, we were able to code almost two million acts to metro areas.

It is stunning that Albany area is so highly ranked in the density of musical acts with 154 for 10,000 people.

Now this doesn?t mean the city of Albany, but the metropolitan statistical area, which includes the four counties of the Capital Region (Albany, Rensselaer, Saratoga Springs and Schenectady) and more than 800,000 people. But if the math is correct, and you take that 154 per 10,000 and apply it to a population of 800,000, that means in 2007 there were 12,320 musical acts in the Capital Region.

To me this study, and Albany?s rank in it, means a few things:

• It confirms what I?ve long suspected and what other data, like a? recent Preview survey, has said: going to see music is one of the top entertainment activities in the region.
• Many of the people who go to see musical acts are also involved in their own musical act.
• New technologies have made it easier than ever for people to create, record and distribute music, and this region is a vibrant place for that creation.

That could mean that not enough people are hearing the music being created in this area, because the new tools for recording and distribution aren?t enough to make it big in the music world, if Albany has to compete with Nashville and LA, for example.
